General Requirements
General Statement of Work The Department of the Interior (DOI), Bureau of Land Management (BLM) intends to award a contract for 23 wildland fire vehicle upfits. The wildland fire vehicles will be primarily used in the support of prescribed and wildland fire suppression activities in accordance with this specification.
The vehicle chassis will be supplied by the Government, the betterment package equipment shall be designed and constructed to handle unimproved road and environmental conditions found throughout the United States. The contractor shall construct unit(s) to meet DOI requirements, and Federal Motor Vehicle Safety Standards (FMVSS) and the National Fire Protection Association (NFPA) 1900 (current edition) for Wildland Fire Apparatus unless otherwise stated within the specification. The manufacturer shall provide any additional technical and structural engineering required for a wildland fire vehicle that is operated in conditions where roads and environment place stresses much greater than those found on primary and secondary roads. The requirements within this specification are minimums that each apparatus must meet; the manufacturer may offer additional features and components. The successful contractor shall provide the command package (betterment) on the chassis provided by the government. The package shall not interfere with the function of the Original Equipment Manufacturer (OEM) electrical system but shall integrate with the system. The package shall not interfere with the chassis mechanical systems such as, but not limited to; drive train components, electrical components, steering components, suspension components, motor, fuel and/or exhaust systems.
Workmanship Requirements The installation of hardware parts such as hinges, catches, handles, or knobs shall be accomplished to avoid damaging the hardware or the mounting surface. After fabrication, all parts shall be cleaned of the following: smudges, loose, spattered, or excess welding, metal chips or filings, or any other foreign material that may detract from the intended operation, function, or appearance of the apparatus or its equipment. This shall include particles or debris which could loosen or become dislodged during the normal expected life of the equipment. Whenever possible, this cleaning shall take place before parts are assembled.
Threaded parts or devices shall show no evidence of cross-threading, mutilation, or detrimental burrs. All screw type and rivet fasteners shall be tight to allow no relative movement between attached parts. No bolts or screws shall be tightened exceeding the SAE torque standard established for the grade, screw, and thread type.
Use of dissimilar metals shall be avoided whenever possible. If dissimilar metal contact is unavoidable, a nonabsorbent closed cell neoprene insulator tape shall be placed between the metals. Caulking may be used in addition to the tape to provide addition protection. Wherever dissimilar metal contact occurs, measures shall be taken to avoid moisture from collecting in the contact areas. Wherever dissimilar metal contact occurs each surface shall be properly primed and painted, even if tape and other protectants are used. Wherever dissimilar metal contact occurs, fastener quantity shall be limited, and washers, gaskets, sleeves made of compatible material shall be used. Corrosion inhibiting materials (i.e. pastes, compound) shall be applied to all screws or bolts that are inserted into dissimilar metals.
All welds shall be free of defects such as cracks, porosity, undercuts, voids, and gaps. There shall be no weld burn through. Fillets shall be uniform and smooth. There shall be no damage to adjacent parts resulting from the welding.
All modifications that are performed by the contractor shall be in full compliance with the (OEM) Body Builders Guidance (Manuals/Guides/Advisory’s/etc.). Any issues or failures that are identified as a result of contractors’ failure to follow OEM Body Builder guidance will be the responsibility of the contractor to repair for the life of the vehicle.
Special care shall be taken to ensure that function of OEM equipment is not interfered with or altered in any way and whenever OEM components are removed, they are replaced to OEM factory specification. Examples include (but are not limited to) the Following: Seat mounting, Seat belts, any items that involve airbag equipment, steering, suspension, drivetrain components, etc.
Optional equipment for each apparatus shall be identically constructed/suppled and configured unless specified otherwise on Purchase Order.
Guards, shields, or other protection shall be provided where necessary to protect personnel from injury from hot, moving, or rotating parts during non-maintenance operations; to protect fragile equipment from becoming damaged when operating off road; and to protect from sharp edges or corners.
Components shall be located for ease of inspection, routine maintenance, or removal. Drains, oil and fuel filters, filler plugs, grease fittings, air, and water lines, etc. shall be located so that they are readily accessible and do not require special tools for servicing.
Securing of air, water, fuel and/or electrical lines, looms or harnesses shall not utilize stick-on/adhesive backed fasteners; insulated metal clamps or clips shall be utilized. Nothing shall be permitted to hang loose from vehicle.
Carrying Capacity The chassis will be selected and provided by the government from the U.S. General Services Administration (GSA), multiple different chassis types, sizes, and styles will be supplied for betterment up-fitting using this specification. Chassis will have a variety of Gross Vehicle Weight Rating (GVWR), Gross Axle Weight Rating (GAWR), and overall Payload limitations. The contractor shall be cognizant of these limitations and select/offer components accordingly to negate issues with overloading. When in service the supplied chassis may be loaded with up to 250 pounds in each seating position.
Weights The GAWR and GVWR of the chassis shall not be exceeded when loaded to its in-service weight. NFPA 1900 (current edition) for Wildland Fire Apparatus shall apply to define estimated in-service weight.
A Final Manufacturer Sticker shall be affixed to the vehicle and any changed to GAWR or GVWR due added or deleted components will be listed on that sticker, or an additional sticker located in the driver’s door or area.
Minimum Capacities:
Personnel – 5 (250 pounds per person)
Training The contractor shall provide training at or near their manufacturing facility. The contractor’s employee, knowledgeable in the operations of all systems on the vehicle, shall provide a thorough orientation and hands on operation of the systems installed on the apparatus, and answer any questions that may arise regarding the operation of the chassis or apparatus.
Documentation Each completed vehicle shall be delivered with one (1) durable plastic storage box containing the items detailed in section 8.1 (Documentation Storage Box).
Administrative Requirements
Pre-Work Conference A pre-work conference shall be held to review contract specifications, materials requirements, and delivery schedule. The conference, which may be accomplished by conference call, shall include the Government representatives and the contractor, including the primary engineer working on this project. The date and time of the conference or conference call shall be scheduled by the Contracting Officer Representative (COR) in consultation with the Contractor and the Contracting Officer (CO).
At the pre-work conference, the contractor shall submit a tentative production schedule for each vehicle. The contractor shall notify the contracting officer of any delays or major changes to the delivery schedule.
Inspections The contractor shall provide an on premises indoor test and inspection facility with hard surface floor, heat, air conditioning and rest room.
Mid-Build The Government has the right to inspect and test all vehicles and supplies called for by the contract during normal business hours Monday – Friday 0800 – 1700 (excluding Holidays) at the contractor’s facility during the period of time of manufacture.
Final Inspection Final inspections shall be scheduled upon email notification to the Government from the contractor that units are 100 percent complete and ready for final inspection, photos of completed vehicles will also be required in that email notification. Final inspection of the completed units shall be performed by the Government at the contractor’s facility. All completed units presented for final inspection shall be 100 percent complete, thoroughly cleaned internally including vacuumed and dusted, recently washed, and delivered full of fuel and all other fluids. To maximize productivity and minimize travel related cost, final inspection visits shall be scheduled at a time when the Government can inspect at minimum five units per inspection trip.
The Government may charge the contractor the additional cost incurred for inspection or testing if units are found less than 100 percent complete. The Government may also charge the contractor for any additional cost for inspection and/or testing when re-inspection or re-testing visits are necessary due to rejection for deficient or non-compliant items.
At the completion of the Government inspection the contractor shall be given a list of any deficient/non-compliant items. Prior to acceptance the list of deficient/non-compliant items shall be completely corrected.
The vendor shall coordinate the planned final inspection date with the COR a minimum of six weeks prior to the desired date.
8 Inch Step Test During the final inspection the fire package mounting system shall be tested. The test shall be conducted on level ground with two 8-inch (minimum) ramps. One ramp will be placed under a front tire and a second ramp will be placed under the opposing rear tires to elevate the opposite corners of the apparatus while keeping the remaining tires on the ground. The contractor shall supply the ramps/other items necessary to perform this test.
In order to pass the 8-inch step test the following conditions shall be met:
A. Chassis components shall have clearance from contacting any OEM (Original Equipment Manufacturer) equipment unless intended to do so.
B. Electrical lines shall be allowed sufficient movement without becoming tight/stretched, disconnected, kinked, or pinched during testing.
Final Acceptance Final acceptance shall be the responsibility of the Contracting Officer. No units shall be accepted until any and all deficiencies have been corrected by the contractor.
Documentation Upon delivery a completed vehicle sticker/label shall be attached to the completed apparatus in the cab on the driver-side of the vehicle. The label shall be in compliance with the National Traffic and Motor Vehicle Safety Act, Section 114 and Federal Code of Regulations, Title 49 and shall include the DOI Agency Order number.
Two (2) complete electronic files contained on USB drives and one (1) printed paper copy that include the following items listed below shall be supplied and the final inspection:
A. All applicable items listed in The National Fire Protection Association (NFPA) 1900 (current edition) for Wildland Fire Apparatus “General Requirements/Data Required of the Contractor”. In addition to these requirements, the documentation shall contain the DOI’s Agency Order number.
B. Record of construction details C. Complete as built wiring diagrams specific to each vehicle D. A contact list with names(s), phone number(s), email address(es) for the apparatus builder, and all available equipment suppliers and service centers E. Chassis and apparatus body manuals F. Certified weight slip(s) showing the completed vehicle weights with all fixed and portable equipment installed, all tanks full, and all personnel seating positions occupied with 250 pounds. The weight slip shall include front axle weight and rear axle weights. Weight documents shall be provided from a certified scale.
G. Final vehicle Bill of Materials that identifies each major component of the vehicle by name, model, and/or part number.
H. Two additional completed vehicle placards/labels
Delivery The Government requires twenty (23) finished apparatus ready for final inspection 180 days from the contractor’s receipt of chassis at contractor’s facility and a minimum of five (5) finished apparatus per month thereafter until contract is fulfilled. Inspection, acceptance and delivery will be F.O.B Origin. Any delays that are beyond the control of the contractor shall be communicated to the Contracting Officer as soon as they become know. Failure to adequately and clearly communicate delays may result in cost adjustments or other consideration for late deliveries.
The Government shall have the option to:
Pick-up/drive away the completed vehicle after the final acceptance at the contractor’s facility.
Government can arrange for the vehicle shipping after the final acceptance at the contractor’s facility.
Request the contractor to arrange for shipping and have the contractor prepay the shipping charges for pick-up at specified location, delivery to vendor location and delivery to the final location (addresses specified prior to final inspection at the manufacturer facility). Based on the shipping quote, the Government would then make the determination on the best value for the Government. If the Government agrees to have the contractor ship the vehicle, the contractor shall show the shipping charges as a separate item on their invoice. Shipping charges require proof of prepayment; therefore, the contractor shall furnish a copy of the paid shipping bill with their invoice for shipping charges. If the government has the contractor arrange the shipping, the contractor will be responsible and liable for any damages incurred during the shipping process and the final acceptance will be when the vehicle is picked up by the government or delivered to the government.
Acceptance and Storage of Government Property The Contractor shall be capable of receiving vehicle shipments directly to their facility. Typically, deliveries days are sporadic, depending on pick-up date (chassis will come in several different loads). The contractor will be responsible for coordinating deliveries with various shippers.
After inspection and acceptance, the government may request the contractor to store accepted vehicles for a period not to exceed 90 days.
While in possession of government property (chassis), the contractor shall be responsible for the following:
A. When receiving chassis, the contractor shall perform a thorough inspection and document any shipping damage in wiring and with photographers. Any damages shall be reported to the Contracting Officer immediately. The contractor will be responsible for correcting any unreported damage.
B. After receipt of chassis, the contractor shall provide a biweekly report to the Contracting Officer to include Agency Order Number, Vehicle Identification Number, RPN Number, Make/Model, Cab Configuration, Apparatus Color, and Receipt Date of all excepted vehicles.
C. The contractor shall provide secured parking and storage of vehicle from the time chassis are delivered and up to 90 days after acceptance. The number of vehicles in the contractor's possession will vary, however, there is potential that 20-30 vehicles may require storage.
D. Any items that are damaged as a result of contractor handling, storage, or mistakes shall be fully repaired or replaced to the factory finish prior to acceptance. Examples of this damage include (but are not limited to) the following: Holes, dents, scratches, tears, stains, cuts, over sprayed paints/coatings, tree sap, rodent damage, sun/heat damage, weather damage, etc.
Warranty The contractor shall provide a description of the steps necessary to acquire authorized warranty service as well as any other manufacture’s recommended services including vehicle located in an area where no authorized maintenance facilities exist.
Prior to acceptance, the government will check safercar.gov for factory recalls on the chassis. The contractor shall be responsible for insuring that all factory recall repairs are completed prior to final government inspection.
Chassis OEM Warranty Vehicle shall retain the Original Equipment Manufacturer (OEM) chassis warranty, which shall in no way be diminished or voided by the final manufacturer. If at any time the OEM chassis warranty is voided, the final manufacturer shall be responsible for repairs.
Vendor Warranty Items
| 3.2.1 | General Warranty- The contractor shall warrant all services performed under this contract. This vehicle shall, at the time of acceptance, be free from defects in workmanship and materials and conform to the requirements of this contract for a minimum period of 12 months. The contractor shall cover any and all shipping and/or transportation costs related to warranty repairs. |
| 3.2.2 | Design Warranty - contractor shall warranty all constructed components and/or designed by the contractor to be free from malfunctions due to improper design or design defects, for a period of ten (10) years. |
* If multiple units with like construction begin to have similar failures related to any add on equipment, systems, or modifications made or provided by the contractor are determined to be due to a flaw in the manufactures design, selected materials, all cost associated with correcting the failures shall be the responsibility of the apparatus manufacturer.
Other/Add on Item Warranty The contractor shall provide to the government any and all warranties provided by major component and equipment manufacturers. Additionally, the contractor shall facilitate warranty repairs with add on equipment manufactures whenever deemed necessary.
Chassis A GSA chassis will be selected and provided by the government. It is understood that it may be necessary for the contractor to operate the vehicle to move around the facility, test drive, fill with fuel, transport to/from sub-contractors for up-fitting, transport to/from dealership to address warranty/recall work, etc. This type of use shall be limited to the maximum extent possible. The contractor shall be 100% responsible for repairing any damage that occurs to the chassis when being operated by contractor personnel.
When delivered, use on the completed unit shall not exceed twenty-five (25) Chassis hours, or 350 chassis miles. Unless prior approval is granted (in writing) by the Government, chassis hours/miles in excess of these limitations will be credited to the purchase price of the betterment at a rate of $10 per mile or $500 per hour. If both hours and miles are exceeded the calculation shall be based upon the greater amount of the two calculations.
DOI Class Definitions 651 - Gas powered ¾ ton 4x4 crew cab short bed (Ford® F-250).
653 - Diesel Powered 1-ton 4x4 crew cab long or short bed (GM®3500).
OEM Equipment The government-supplied chassis will come equipped with the following OEM Equipment /GSA Fleet Options (when available):
A. Automatic Transmission B. All Terrain Tires C. Seating that is compatible to add a console.
D. Power windows and locks E. Rubber or vinyl flooring (if available) F. Sliding rear window (If selected by user) G. Vinyl upholstery (if available) H. Dash mounted transfer case shifter (if available) I. Other OEM options will vary by make and model of chassis.
Cab/Chassis Modifications This specification will be used to acquire 651/653 DOI Classes of vehicles. The Section 9 Options selected will be based on the specific DOI class and in turn vary the chassis modifications that are involved. Most configuration will require cab modifications. All cab modifications shall meet workmanship requirements specified in section 1.
OEM Supplied Cab equipment In the event that the chassis is equipped with electronic or other accessories in the center seating position or elsewhere, and removal is necessary to add betterment equipment, those accessories shall remain functional and be relocated to the Console (or suitable location, approved by the government). Examples of such accessories include (but are not limited to) the following:
A. Accessory plugs, USB plugs, etc.
B. Stereo system functions C. Rearview camera functions In the event the chassis is equipped with unused OEM Accessory Switches, it may be acceptable to use these switches for some betterment functions.
NOTE: Relocation of accessories or use of OEM supplied switches shall be discussed with and approved by Government prior to proceeding with the work.
Floor Mounted Console A commercially available center console shall be mounted securely between the two front seats using chassis/vehicle-specific mounting kit. The console shall be mounted in a fashion that prevents any vibration noise and does not affect the normal functionality of any OEM Equipment (i.e. 4x4 shifter, environmental controls, other OEM equipment, etc.). The console shall maximize the usable space between the front driver and front passenger seat and between the dash and the rear seat. The console shall extend to the rear, to maximize available space but still allow 6 inches of space between the rear of the console and front of the rear seat. If the chassis is equipped with electronic accessories in the center seating position, those electronics shall remain functional and be relocated into the center console when the center seat is removed. The console shall be deep enough to accommodate a Bendix King KNG M150 radio without using spacers or adaptors. Any fuses, circuit breakers, switches, or other serviceable items that are housed within the console shall be accessible without the use of tools. The console design and layout shall be approved by the Government prior to installation.
All electrical loads requiring protection shall be protected by circuit breakers or fuses that are easily identifiable and accessible within the cab console or near the vehicle battery. Protection shall be rated for 125 percent of the maximum load.
The console shall be modular style with hole spacing that allows capability to replace parts (such as radio plates or other accessories) with off the shelf parts from common manufactures.
All electrical items in the console shall be wired to operate only when the master switch is ON. All power terminals located in the console will need protection from accidental grounding/shorts to ground.
The following items/accessories shall be installed and/or supplied in the console:
A. Agency Radio Mounting Panel and Prewire Two (2) radio panels that slope upward to maximize visibility from the driver seat shall be supplied. The minimum cut-out for each agency radio shall be 8 inches wide by 2 9/16 inches high. Specific radio mounting plate will be identified at pre-work meeting. If no specific mounting plates are identified, the console shall be equipped with One (1) Relm / Bendix King KNG M150 – 3 inch dash-mount faceplate (Gamber Johnson 15348 or equal) and one (1) blank filler plate. Console shall include prewire for two (2) mobile radios as specified in section 8.
B. Magnetic Mic Base Two (2) magnetic mic units shall be supplied. Magnetic bases, slotted metal disc adapters and mounting hardware shall be included in additional equipment storage box.
C. 12v Power Sources The console shall have a minimum of one (1) 12-volt cigar lighter receptacles (if OEM port is blocked) and a minimum of four (4) dual combination USB-C 45watts / USB-A 18watts max (63 watt max output), 2 forward for the driver and captain positions and 2 rear for the rear passengers. All added power points shall be equipped with protective dust caps/cover and be switched on/off using the Body Master Switch D. Cup Holders A minimum of two (2) cup holders shall be installed. Cup holders shall be located to minimize the possibility of spilled liquid interfering with electrical equipment.
E. Mounting Panel for Siren/PA Control Head One mounting panel for PA control head with mic hanger shall be installed.
F. Arm Rests An adjustable arm rest shall be mounted on both the driver and passenger side of the console. Each armrest shall have vertical and horizontal adjustment so that it is adequate for use regardless of seat position.
G. Accessory Storage Compartment/Pocket One open section (at the rear of the console) shall be supplied to allow storage of maps or binders and be 9 inches deep X 11 inches wide x 6 inches long (minimum).
H. Universal Phone Mount One cradle type cell phone mount/holder with adjustable clamps to accommodate various phone types and an adjustable mount to change mounting/view angle shall be attached to the console in a location that is easily viewable but does not interfere with seating areas or other console accessories.

Heavy-Duty Front Bumper with Brush Guard and Off Road Light The chassis shall be equipped with a Heavy-Duty (HD) front bumper with brush guard.
The design of the HD front bumper shall include the following equipment and/or characteristics:
A. Mounting brackets shall attach to the OEM bumper location and shall not require drilling additional holes.
B. Chassis specific, full width design that shall not affect the chassis manufacturer’s warranty.
Shall not negatively affect the chassis approach angle.
C. Tube style “wings” around the headlights that do not interfere with the OEM lighting.
D. Fully welded, with smooth rolled edges to give an OEM appearance.
E. Adjustable to the extent that it can be perfectly centered, level, and not allowed to come in contact with the body at any time during off road operations.
F. If the bumper does not allow for the chassis OEM tow eyes to be utilized, it shall have two (2) integrated external tow eyes in place with a rated capacity sufficient to extricate the apparatus. Each tow eye shall be equipped with bolt-on D-Shackles with a rated capacity sufficient to extricate the apparatus. The tow eyes shall be large enough to attach a threaded clevis but shall not be large enough to pass a tow strap through.
G. Provision to permanently mount and conceal a bolt on winch without any cutting or drilling.
H. Provision to permanently mount a hinged license plate bracket if no factory location is available.
I. The bumper shall be designed to accommodate/integrate Light Emitting Diode (LED) off road lighting. The LED lighting shall be mounted in compliance with DOT and FMVSS regulations. Switches to control the lighting shall be through the electrical switch panel in the console. See Section 6 for off road LED lighting requirements *A Steelcraft HD Grille Guard & Front Bumper with integrated brush guard (or equivalent)
Rear Cab Protection and Tie-down Rail A rear guard (Headache Rack) to provide window, cab and occupant protection from objects/items transported in the cargo area shall be provided. Full length Tie-down rails shall also be installed on the pickup bed to provide a means for securing various loads within the cargo bed area.
Three (3) LED work lights shall be mounted to the rear cab guard to provide work lighting. Each of the lights shall be bracket mounted to allow up/down adjustment. One shall be rear facing, one shall be right facing, and one shall be left facing. Individual labeled switches for the work lights shall be integrated into the switch panel in the console.
The Headache Rack and Tie-down rails shall incorporate the following characteristics:
A. The entire assembly shall be constructed from military grade aluminum and securely mounted to prevent extensive shake and vibration in all driving conditions.
B. The entire assembly shall be free from rough edges to prevent injury, snagging, or equipment damage.
C. The entire assembly shall be finished with flat black powder coating or durable coating.
D. Any additional support required to protect the chassis bed from damage and provide sufficient strength shall be supplied.
E. The Headache Rack shall be constructed in a manner that provides full coverage window protection from unsecured objects hitting or entering the cab.
F. The Headache Rack shall include provisions to maintain OEM rear brake and cargo lighting functions.
G. The Headache Rack shall be provided with laser cut holes that allow for clear vision with minimal obstruction out of the cab area even when using the rear-view mirror.
H. The Headache Rack shall have width dimensions that approximately match those of the rear of the chassis cab they are being mounted on (within 2 inches at any point).
I. The height or the Headache Rack shall not extend more than 2.5 inches above the top of the cab.
J. The Headache Rack shall provide mounting points for the emergency light bar. The light bar mounting shall be directly above the framework and not protrude over the cab.
K. All electronics/wiring shall be equipped with weatherproof fittings and protected/housed within the framework of the guard. The Light-bar wiring shall be equipped with a Deutsch® plug adjacent to the mounting location to allow for easy removal/maintenance without cutting or rerouting wires through tubing.
L. Two (2) Tie-down rails shall extend the full length of the chassis bed (one per side). The design and appearance shall match/complement the headache rack.
NOTE:
The final design of the Rear Cab Protection and Tie Down Rail assembly for each chassis type shall be approved by the Government prior to installation.
Repairs to bed damage caused from improper installation or design of the Rear Cab Protection or Tie Down Rail will be the responsibility of the contractor.
This Base package item shall be deleted when canopy package is selected.
*Highway Products (HPI) Guardian Headache Rack with Full Mesh and Full-length Truck Bed Rails (or equivalent) will meet these specifications.
Apparatus Wiring and Electrical Components
General Wiring Specifications Optional electrical components specified in this document shall be hard wired in and protected at a minimum of one and a half times the load. Temporary plug-in type appliances will not be acceptable.
All wires in each harness must be color, and function coded. Wiring shall be run along structural rails and tied in a neat and orderly manner. Wiring shall comply with OEM/component manufacturers’ recommendations and standards.
All add-on wiring for accessories shall be concealed, any items that may be damaged from cargo, gear, etc. shall be protected with covers or plates. power wire connections shall have their terminals/connections protected from accidental shorts and arcing.
Power to optional equipment shall be switched and labeled with the switch function. The switching function and location will depend on the options selected.
Body Master Electrical Switch A single on/off Body Master (electrical) switch shall be supplied. This Body Master switch shall mount separately or as a part of the master console in a location accessible to the driver when entering the cab. When in the “off” position, all electrical power to the apparatus fire package shall be off, however, the chassis shall remain fully functional.
Prewire for Agency Radios The chassis cab interior shall be wired with two (2) wiring bundles for connecting agency mobile radios located in the center console. Power to the radio(s) wiring shall be connected the Master Switch so that the radio does not operate without the master in the on position. Additionally, the radio shall be wired so that it maintains its memory when the master switch is in the off position.
The two (2) wiring bundles shall be separate from each other. The antenna wires shall remain separate from the connector. Each bundle including antenna wires shall be labeled RADIO 1 or RADIO 2. Each wire/antenna bundle shall have a minimum of 30 inches or wire available to allow for easy installation outside of the console. Installation of all prewire components specified shall be in accordance with the KNG Mobile Radio Installation Guide.
A laminated sheet with simple easily understandable directions listing the steps necessary to complete a radio install shall be attached to the radio wire bundles inside the console housing.
NOTE: One (1) Bendix King KAA0630 Dash Mount install kits with the addition of the two 12-gauge power supply wires and the addition of one (1) Bendix King KAA0261 External speaker will meet these specifications. Only one radio set requires the Bendix King KAA0647 speaker cable assembly (which is include in the kit).
All details of the Pre-Wire for Agency Radios shall be clarified at the pre work meeting and approved by the government prior to installation.
Wiring bundle for RADIO 1 shall consist of:
A. One (1) Red 8-gauge constant power to the battery. A 30 Amp Blade style “MAXI” fuse holder shall be installed in the line in an easily accessible location as close to the battery as possible (The 30 Amp “MAXI” Fuse shall be supplied but not installed).
B. One (1) Black 8-gauge ground wired direct to the battery.
NOTE: The two 8 Gauge wires (A and B) shall terminate with the KNG plug included in the KAA0630 install kit.
C. One (1) Red with Black Stripe 12- gauge connected to the Master Switch, supplying power when the Master Switch is ON. The intent is that the master switch will serve as the ignition sense.
D. One (1) antenna lead shall be labeled, coiled, and secured with the Radio 1 Connector.
E. One (1) set of 18- gauge wires connected to the radio audio input for the PA system consisting of two (2) Light Blue wires. These shall be installed into the speaker cable assembly.
F. One (1) External Speaker, 20 W securely mounted inside of the console with wire installed into the speaker cable assembly.
NOTE: One (1) Bendix King KAA0630 Dash Mount install kit with the addition of the one 12-gauge power supply wires and the addition of one (1) Bendix King KAA0261 External speaker will meet these specifications. Only one radio set requires the Bendix King KAA0647 speaker cable assembly (which is include in the kit). RADIO 1 wiring bundle shall be installed in a manner that allows the end user to simply plug in the radio connections, install the MAXI Fuse, turn on the master switch, and be ready to operate the radio.
Wiring bundle for RADIO 2 shall consist of:

B. One (1) Black 8-gauge ground wired direct to the battery.
C. One (1) Red with White Stripe 12- gauge connected to the Master Switch, supplying power when the Master Switch is ON. The intent is that the master switch will serve as the ignition sense.
D. One (1) antenna lead which shall be labeled coiled and secured near the Radio 2 Connector.
E. One (1) pigtail wire bundle, approximately 24 inches long, with corresponding DTHD connectors shall be provided in the loose gear.
Antenna Leads and Bases (w/ Agency Radio Prewire option) The contractor shall supply and install two (2) antenna mounts with coaxial cable in the roof of the cab consisting of a brass ¾ inch New Motorola® (NMO) style antenna mount and double- shielded coaxial cable soldiered to the base. The cable shall be routed from the chassis/cab headliner to the console in a concealed manner into the radio pre-wire bundles. Each antenna lead shall have an additional three feet of cable and terminate in a male mini-UHF connector. Special care shall be taken to ensure that antenna cables are not allowed to interfere with any airbag function for the life of the vehicle. All cables shall be labeled as to where they are installed on the roof. A protective chrome rain cap shall be installed and labeled on each NMO antenna mount. Suggested location for the cab roof antenna mounts is approximately 20 inches from the rear of the cab, at 1/3 the width of the roof.
Prewire for Location Based Services/GPS Tracking Cable standard:
The BLM requires mandatory GPS Tracking equipment provided by SkyMira/Orbcomm. This option is intended to provide prewiring for a standardized clean installation. The option shall include wiring in the custom SkyMira/Orbcomm cable and five-amp inline fuse (located in an easily accessible location and labeled) to an ignition linked power source and a ground source. The custom cable shall be concealed and routed to the top center of the rear compartment with approximately two feet of slack. Special care shall be taken to ensure that antenna cables are not allowed to interfere with any airbag function for the life of the vehicle. The custom cable (Part # ST301005 001 product name IDP600 Series Blunt Cable molded 5m) can be obtained through Skymira 203.987.3336 x801.
NOTE: Wire routing/termination/details will be discussed at the pre work meeting.
Off Road Lighting The LED Lighting shall be mounted on front bumper in a protected location which permits maximum illumination coverage. Mounting shall allow adjustment of the light PIAA® Q20 (or equivalent) LED Light Bar or two (2) PIAA® LP550 will meet the specification (or equivalent). *Switches to control the off road lighting shall be through electrical switch panel in the console.
Cell Phone Signal Booster Kit
One FCC approved cell phone signal booster kit designed for vehicle use shall be equipped. The kit shall include booster, NMO mount antenna, power cable, low-profile inside antenna installed into the inside bolster of the driver-side front seat. The booster shall be installed according to manufacturer’s recommendation. All wiring for the kit shall be concealed.
The booster shall include the following minimum features:
A. Boost signals for all U.S cell carriers B. 5G Compatible C. Allow multiple users simultaneously
*A Weboost Drive Reach Fleet 470254 (or equal) will meet this specification
Emergency Lighting The apparatus shall be equipped with an emergency warning light package that meets or exceeds all recommendations of NFPA 1900 current edition and the requirements for intermediate emergency vehicles given in SAE J2498 "Minimum Performance of the Warning Light System Used on Emergency Vehicles."
Light Emitting Diode (LED) Lighting shall be used for all add-on illumination and indicator lighting whenever the option is available, excluding the replacement of chassis OEM-supplied lighting, for all interior and exterior lighting. The smallest compliant lights available from the selected manufacture, and the required bezel/mounting hardware, shall be used.
All LED lighting shall consist of clear lenses with the specified color or clear diodes (unless prohibited by law or specified otherwise). All lenses shall be replaceable, sealed from the environment, and able to withstand constant vibration, extreme heat, and substantial impact with branches and other obstacles found in the Wildland environment. All add-on LED lighting shall be supplied with a minimum five (5) year warranty against defects in material and workmanship. All lighting bezels shall be matching and shall be flat black in color.
Electrical system tests shall be performed in accordance NFPA 1900 current edition; at the time of delivery, documentation shall be provided.
Emergency Lighting General Wiring Specification All emergency lighting shall be wired to operate only when the master switch is ON.
The emergency lighting shall include switching to operate in the following two separate modes whenever they are turned on:
A. All emergency lighting on (Activates all emergency or hazard lights) B. Upper emergency lighting only (deactivates all lower zone emergency or hazard lights)
Emergency Lighting Characteristics:
A. Wire Grade- GXL or SXL Grade Rated B. Connections Terminations-Connections shall be environmentally sealed to prevent corrosion.
C. Loom and Ties-All wire loom and wire ties shall be rated to a minimum of 260° F.
D. Indicator / Warning Light Battery On: There shall be a green Light Emitting Diode (LED) indicator light visible to the driver which illuminates when the master switch is ON. This light shall be labeled “Master Switch”. The LED light shall be mounted on the side of the console facing the driver side. The light shall dim with the vehicle dash light dimmer switch or when the headlights are turned on.
Low Voltage: A red LED indicator light shall be provided. It shall provide an visual and audible indication when the apparatus 12 volt electrical system voltage drops below 11.9 volts.
E. Switch Panel- All emergency lighting shall be individually controlled by a master electrical control module mounted in a location within the cab console that is easily accessible from the driver position. The function of each switch shall be labeled.
* Whelen CenCom Core-S (or equivalent) will meet this specification.
F. California Compliant- The emergency lighting package shall meet California regulations.
G. Light Bar- The upper front, upper front side, and upper rear zones shall be covered by one 56-inch-long LED light bar mounted to the Rear Cab Protection. The light bar shall have approximate dimensions of 56 inches long by 2-¼ inches high without the mounting feet by 12 inches wide.
The front and front side LEDs shall be red/white/red. The white section of the light bar shall be wired so that it turns off when the vehicle transmission is in Park or the parking brake is set, to meet the NFPA 1900 current edition requirements for blocking mode.
The Upper Rear Zone warning lights shall include a minimum of six (6) rear facing red LEDs located on the outer ends and inboard on the light bar.
NOTE Light bar configuration may change if optional canopy package is selected see section 9.1.
*A Whelen Justice (or equivalent) lightbar will meet this specification.
H. Traffic Advisor (TA)- Shall be provided and may be incorporated into the rear-facing lights of the lightbar or an independent TA mounted in a visible location, upper Rear (Zone C). TA shall be amber in color.
· Operational Modes:

· Center-Out
· Emergency “All Flash”
· TA control shall be installed or integrated with switch panel on center console, within easy reach of the driver/operator.
I. Front (Zone A)-Two (2) red LED flashers shall be provided on the front of the apparatus on the chassis grill area or on the heavy duty bumper/brush guard in a location that does not affect manufacture warranty.
J. Side (Zone B and D)-Two (2) red LED flashers shall be provided on the front corners of the apparatus, one per side, for use as "inter-sector" lights.
K. Rear (Zone C)-The rear zone shall be covered by Upper (light-bar) and traffic advisor and Lower red warning lights. Two (2) Red LED light flashers shall be located on the lower rear of the vehicle.
Front/Side and Lower Rear LED Flashers shall be matching, with black bezels, clear lenses, and be the smallest NFPA 1900 compliant lights available.
NOTE Upper Rear (light-bar) configuration may change if optional canopy package is selected see section 9.1.
*Whelen T-Series™ (or equivalent) will meet this specification.
L. Public Address (PA) Control Head- the PA Control Head shall be integrated with the siren control head.
M. Siren Amplifier-One (1) siren control head shall be mounted in the chassis cab in the commercially available console. The siren control head shall have an electronic air horn, public address mode, wired noise canceling microphone and contain electronic siren tones of wail, yelp and Hi-Lo. The siren control head shall be backlit for easy night operation.
N. Siren Speaker-One 100-watt siren speaker shall be mounted behind the front bumper and connected to the siren head. The speaker shall be mounted in a protected location such as inside the chassis frame rails and shall be protected by a 14-gauge stainless steel guard to protect it from damage due to branches or brush. Solid mounting to avoid damage from prolonged vibration is required.
Striping /Numbering/ Graphics and Paint
Striping and Graphics – General Information All lettering, numbering, and striping applied shall be in compliance with NFPA 1900 current edition standards and ASTM D 4956, “Standard Specifications for Retro-reflective sheeting for Traffic Control” (unless otherwise specified).
Lettering and numbering shall use Arial Bold Font unless otherwise stated.
Finish of all lettering, numbering, and striping applied shall be smooth, void of cuts, splices, air pockets or other blemishes and edges shall be smooth.
All numbers and letters shall be placed to allow easily reading from left to right and shall not be placed in areas that reduces visibility, across door seams, reflectors, lights, or other objects. Placement of some numbers/letters may require the installation of a stainless-steel plate.
NOTE: Final approval of stripe and letter scheme shall be obtained through email, by providing a drawing or rendered photograph showing exact placement, color, and configuration.
All dimensions specified in this document are approximate minimums based on the area the striping and identifier is being installed on.
Materials used for graphics should be the following or equal:

· Bureau of Land Management (BLM)
Agency Emblem is 10 to 12-inches tall and will be provided when requested as they are a controlled item.
Unit Identifier includes State and Organizational Unit Code separated with a hyphen, for example ID-BOD.
Equipment Identifier is the numerical or alpha-numeric graphic which identifies most fire equipment. The equipment identifier is displayed on the front, rear, both sides, and top of the equipment. Not all vehicles will have an Equipment Identifier. Typically, the number of characters ranges from two (2) to nine (9), including hyphen (Examples: BC-2105, UTL-2506, SUPT-6543). In rare instances there may be more than nine characters.
The Government will provide both Unit and Equipment Identifier information prior to installation.
Equipment Front The “bumper wings” or sides of the bumper shall have a 5- to 6-inch-tall white reflective background stripe applied. Height is based on area available on bumper. The following graphics shall be centered on the background stripe allowing for a white border around the graphics. The passenger side shall have 4 to 5-inch tall “FIRE” in Ruby Red reflective vinyl scaled and centered in stripe with a ½ inch white boarder top and bottom.
Bureau of Land Management
The driver-side wing shall have a 4- to 5-inch-tall Equipment Identifier in Black reflective vinyl, (example: 2601) scaled and centered in stripe with a ½ inch white border top and bottom.
Equipment Sides The following shall be on both sides of the apparatus.
There shall be a stripe of 4-inch-tall reflective vinyl from the front to the back of the apparatus or as much as aesthetically possible following the contours and body lines of the cab and fire body. The stripe shall be located on the upper 1/3 of the door below the window.
“FIRE” shall be above the front wheel-well, either in a break or ½ -inch above the stripe in reflective Ruby Red vinyl. Lettering shall be 3 to 4-inches tall depending on space and the fender contour.
“FIRE” shall be in a break of the 4-inch reflective side stripe centered between the rear fender opening and the rear of the vehicle in reflective Ruby Red vinyl. Lettering shall be 4-inches tall.
Bureau of Land Management 3M Scotchlite or Oralite Reflective Lemon Yellow 4-inch tall Reflective Side Stripe.
Cab Front Doors and Rear Doors or Extended-Cab The following shall be on both sides of the apparatus.
Agency Emblem should be 10 to 12-inches tall and shall be centered, front to back, on the front door. The top of the logo shall be 1-1/8 inches below the top of the 4-inch stripe. The Agency Emblem shall be cut into the stripe with an 1/8-inch border.
Unit Identifier shall be centered 1 inch below the bottom of the Agency Emblem.

The rear door or extended cab body shall have the 3 letter Agency Abbreviation (BIA, BLM, FWS, NPS) and the Equipment Identifier (both 4-inches tall). The Equipment Identifier shall be in line with the Unit Identifier and centered on the door or body. The 3 letter Agency Abbreviation shall be centered and 2 inches above the Equipment Identifier.

Bureau of Land Management Unit Identifier shall be 4-inches tall in Black reflective vinyl.
Equipment Rear
4-inch tall (minimum) fluorescent yellow-green and red chevron striping shall be installed on the rear bumper. The pattern shall slope downward and away from the centerline of the vehicle at an angle of 45 degrees. If a single 4-inch-tall vertical surface is unavailable, multiple strips may be used.
Striping on the vehicle rear shall cover the width between taillights or corners of the body. Material/pattern/color and alignment shall match side stripes exactly. “FIRE” shall be in a break of the 4-inch reflective stripe on the driver’s side in reflective Ruby Red vinyl.
