About this opportunity
The Defense Contract Management Agency seeks centralized electronic toll collection account management services for approximately 249 transponders deployed across DCMA facilities throughout the United States and Puerto Rico, with proposals due July 21, 2026 at 11:00 AM Eastern Time and questions due July 6, 2026 at 11:00 AM Eastern Time. This procurement is a Women-Owned Small Business set-aside with a size standard of $18 million.
Place of performance is Petersburg, Virginia. The contractor must provide a web-based user interface for toll account management, transponder equipment covering all tollways throughout the United States and Puerto Rico with zero deviations, payment of all tolls, fees, violations, and device replacement costs while maintaining accounts in good standing, customer support for DCMA users, and internet-based reporting with monthly status reports due by the 7th of each month. The contractor must ensure no government penalties or fees result from contractor inaction or delinquency. If actual tolls reach 80 percent of estimated quantities, the contractor must immediately notify the Contracting Officer. Unavailable web portal access must be corrected within 12 hours of notification. Initial customer support response is within 10 business days via phone or email, and vehicle updates require 24-hour turnaround.
The base contract period runs September 1, 2026 through August 31, 2027, with four one-year option periods extending through August 31, 2031. Estimated annual quantities are 40,000 toll authority jobs, 2,000 violation toll fees, 249 transponder units, and 12 months of toll management services. The contract total across all periods is $210,000. Pricing is firm fixed price except for Toll Authority Fees and Violation Toll Fees CLINs, which are not-to-exceed pass-through costs that offerors should not price. The NAICS code is 488490, Other Support Activities for Road Transportation.
Award will be made on a Lowest Price Technically Acceptable basis, evaluated on technical capability addressing web-based account management, transponder equipment coverage, toll and fee payment, customer support, and reporting/billing capabilities; past performance using CPARS; and total price including evaluation of one-half of Option Year 4 pricing. Technical proposals are limited to 10 pages in 12-point Times New Roman font (9-point acceptable for tables, figures, and graphics, with cover pages excluded). Payment is via Wide Area Workflow using cost vouchers or invoices. Questions should be directed to Carol A. Wilkinson at carol.a.wilkinson10.civ@mail.mil, with Natividad Ortega serving as the Contracting Officer's Representative.
Section 508 accessibility compliance is required. Offerors must provide an Accessibility Conformance Report for each commercially available ICT item using the Voluntary Product Accessibility Template Version 2.1 or later and describe their approach to universal design principles.
