About this opportunity
The Department of the Air Force Air Mobility Command is seeking vehicle rental services for the Palmetto Reach mission through RFQ FA441826Q00041, issued by Joint Base Charleston. The solicitation requires commercial vehicle rental support for operations in Saipan and Palau during January 2026, with delivery and pickup coordinated at the respective international airports. Key contractor requirements include providing vehicles with unlimited mileage, maintaining 24-hour vehicle replacement capability, carrying minimum automobile liability insurance of $200,000 per person and $500,000 per occurrence, and ensuring all vehicles are less than 150,000 miles in good working condition. Evaluation will be based on two factors: technical acceptability (requiring detailed technical descriptions) and lowest price, with award going to the lowest-priced technically acceptable vendor. The deadline for submission of questions is December 12, 2025, and quotes are due by December 16, 2025 at 12:00 PM EST, with responses to be emailed to the contracting office at Joint Base Charleston.
This is a 100% Small Business Set-Aside procurement classified under NAICS code 532111 (Passenger Car Rental) with a $47.0 million size standard. The government requires a total of 56 vehicles: 22 for Palau (20 five-passenger vehicles and 2 seven-passenger vans) and 34 for Saipan (31 five-passenger vehicles, 2 seven-passenger vans, and 1 heavy-duty pickup truck with towing capacity). The rental period spans January 6-21, 2026, with payment to be made upon vehicle return using Wide Area Workflow (WAWF), and vehicles expected to be returned within 60 days of initial pickup. No incumbent contractor is identified in the solicitation materials, and specific award values or budget ranges are not disclosed. All offerors must be registered in the System for Award Management (SAM) and provide required representations and certifications, with funding contingent upon appropriated resources.
