About this opportunity

The U.S. Army Corps of Engineers Savannah District is soliciting vegetation reduction and spreading services for the J. Strom Thurmond Dam and Lake Project in support of Hurricane Helene recovery operations. The contractor must provide all labor, equipment, materials, and services to reduce and spread approximately 250,000 cubic yards of vegetative material using mechanical means such as chippers, grinders, or shredders. Key qualifications include a valid South Carolina Landscape and/or Land-Clearing License and demonstrated successful completion of at least two prior projects involving reduction and spreading of 200,000 or more cubic yards of vegetative debris. This is a Lowest Price Technically Acceptable (LPTA) procurement, meaning the contract will be awarded to the lowest-priced responsible quoter who meets all technical requirements. The proposal deadline is October 30, 2025, at 2:00 PM, with amendments and clarifications provided through Questions and Answers documents posted on October 24 and October 28, 2025.

This solicitation includes no set-aside designation and does not identify any incumbent contractors. The contract is valued competitively based on submitted quotes, with payment made upon completion of work with no progress payments authorized. The work must be completed within 120 days from the date of contract award, performed during daylight hours up to seven days per week, with permission to work until 10:00 PM if contractors provide their own lighting. Contractors must reduce vegetation material to chip sizes not exceeding 12 inches in length and 4 inches in width, spread reduced material to a maximum depth of 26 inches, and aggregate remaining chips into piles no higher than 10 feet. The place of performance is the Vegetation Storage Site located in Columbia County, Georgia, near Appling, Georgia 30802, with access via a USACE-built gravel road connecting to Highway 221.
