About this opportunity

The Defense Health Agency is soliciting development of external proficiency testing procedures for vector-borne disease agent surveillance in arthropod samples, with quotes due June 29, 2026 and questions due June 16, 2026. This is a competitive, single firm fixed-price award under FAR Subpart 12.2 for commercial products and services.

Place of performance is Maryland, with contract acceptance and delivery at Kadena Air Base, Okinawa, Japan. The 12-month performance period runs September 30, 2026 through September 29, 2027. NAICS code is 541714, Research and Development in Biotechnology (except Nanobiotechnology); PSC is Q301, Reference Laboratory Testing.

The requirement stems from prior contract FA527022D0004 (IDIQ) F2H4A14184A001 and mandates development of safe external proficiency testing that does not use infectious materials or live culture pathogens. The contractor must develop written protocols, validate testing procedures against ISO/IEC 17043 standards (accreditation not required at submission), and demonstrate proficiency test performance characteristics using at least 60 total samples across the entire performance period. Mosquito samples will be prepared in AVL solution and shipped via FedEx; the contractor manages all logistics and handling. Contractors may propose qualified suppliers for synthetic nucleic acids and reagents with discretionary source selection. The government will not mandate analytical platform but expects RT-PCR capabilities and may provide specific genomic regions upon award.

Offerors must submit Volume I (Technical Capabilities, 10 pages maximum, non-price) addressing External Quality Assurance and External Proficiency Testing expertise, quality control, sourcing and delivery, and schedule capability, and Volume II (Price, unlimited pages). Technical responses must achieve minimum "Acceptable" rating for consideration. Evaluation uses subjective trade-off methodology. Electronic submission goes to Benjamin Marcus at benjamin.t.marcus2.civ@health.mil. Amendment 0002 consolidated contractor Q&A and updated contact information.
