The Government seeks specialized external quality assurance (EQA) and proficiency testing (PT) panels, reference materials, or controls for detecting pathogens in arthropod vectors such as ticks and mosquitoes. Services include development, preparation, and provision of matrix-appropriate panels (spiked or naturally infected arthropod homogenates/pools) to support molecular assays (PCR, multiplex PCR, or NGS) performed by vector surveillance laboratories. The contract is issued under FAR Subpart 12.2 for commercial products/services with NAICS code 541714 (Research and Development in Biotechnology). The anticipated performance period runs from 30 September 2026 through 29 September 2027 (12 months), with a single Firm Fixed Price contract award anticipated.

Offerors must submit questions by 16 June 2026 at 10:00 AM EDT and quotes by 29 June 2026 at 10:00 AM EDT via email to Benjamin Marcus at benjamin.t.marcus2.civ@health.mil. Quote submissions must include two separate volumes: Volume I (Technical Capabilities, limited to 10 pages, non-price) and Volume II (Price, no page limit). Technical evaluation criteria require quotes to clearly demonstrate understanding of requirements and capability to meet all PWS requirements with an "Acceptable" minimum rating. Price will be evaluated separately for completeness and reasonableness. The Government intends award based on initial quotes without exchanges using a subjective trade-off approach and anticipates making a single award. Contract acceptance will occur at Kadena Air Force Base, Okinawa, Japan (DoDAAC: HT1036). Payment will be processed through the Wide Area Workflow (WAWF) system. All clauses are in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026, with applicability of DFARS Clause 252.204-7018 regarding covered defense telecommunications equipment and services.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Evaluation Factor I Technical Capabilities (non-price) Evaluation Factor II - Price

1. GENERAL EVALUATION INFORMATION

Price will be evaluated separately from the non-price factor and is not rated or scored.

To receive consideration for award, the Offeror must achieve a minimum rating of "Acceptable" for Evaluation Factor 1 (Technical Capabilities). In addition, the total proposed price must be determined to be complete and reasonable.

1.2. The Government evaluators will not assume that the Offeror's Quote possesses any capability or knowledge unless it is clearly stated in the Quote.

1.3. The Government intends to award based on the initial Quote without exchanges. However, the Government reserves the right to conduct exchanges with Offerors if the Contracting Officer determines they are necessary. The Government intends to make a single award as a result of this RFQ.

Evaluation Factor 1: Technical Capabilities Ratings

Acceptable: The Quote clearly meets the requirements of the RFQ.

Unacceptable: The Quote does not clearly meet the requirements of the RFQ.

Evaluation Factor 2 - Price The Offeror's proposed price (Volume II) will be evaluated separately from the non-price factor and will be assessed for completeness and reasonableness.

Completeness: All CLINs must be priced or marked as "Not Separately Priced". The Offeror must provide a unit price and total price for each CLIN, as well as a total proposed price.

Reasonableness: The Government will evaluate the total proposed price to determine whether it is fair and reasonable using the price analysis techniques in FAR 12.204(a).

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
