About this file
This is Standard Form 30, Amendment 0001 to Solicitation HT942626RE0023, issued by the Defense Health Agency Medical R&D Contracting Division on 11 June 2026. The amendment extends the quote submission deadline and modifies instructions to offerors.
The solicitation concerns development of procedures for external proficiency testing of arthropods that do not use infectious materials or live culture pathogens. This is a new requirement stemming from findings under historical contract FA527022D0004 (IDIQ) and Task Order F2H4A14184A001. Quotes are due by the date specified on Page 01, Block 8, with questions due by 10:00 AM Eastern Time on 16 June 2026. Electronic submission is required to Benjamin Marcus at benjamin.t.marcus2.civ@health.mil. Offerors must submit two separate volumes: Volume I (Technical Capabilities, limited to 10 pages, non-price) and Volume II (Price, unlimited pages), in MS Word, MS Excel, or searchable PDF format. Technical responses must address expertise in External Quality Assurance and External Proficiency Testing, quality control measures, sourcing and delivery approach, and schedule capability. The Government anticipates awarding a Firm-Fixed Price (FFP) contract and requests best possible pricing with encouraged discount pricing. Offerors may submit multiple offers with alternative terms and conditions. Completed provision 252.204-7017 is required. All quote content must use Times New Roman font 10 minimum, with pages consecutively numbered throughout the document.

SUMMARY OF CHANGES
1. Administrative Change: Remove FAR provision 52.219-1 from instructions to offerors - Not Applicable Block 14 (Description of Amendment/Modification):
2. Question and Answer:
Contractor Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

This requirement is associated with historical contract FA527022D0004 (IDIQ) F2H4A14184A001(Task Order). The outcome of the task order found that external proficiency testing for arthropods required additional procedures to ensure safety and eliminate the sue of live culture pathogens to spike proficiency tests. Thus, the new requirement to develop procedures to produce external proficiency testing that do not use infectious materials.
