About this opportunity

The Massachusetts Army National Guard (MAARNG) is soliciting quotations for various branded promotional items to support recruiting and retention marketing initiatives. This federal contract opportunity, issued by the Department of the Army National Guard, requires the procurement of seven contract line items including OCP tactical laptop backpacks, polyester cooling towels, lanyards, athletic t-shirts, grip strength measurement meters, satin graduation stoles, and wireless charging stations. All items must be customized with MAARNG logos and artwork in specified locations and quantities. The government will award a single firm-fixed-price contract to the responsible quoter submitting the lowest total price for all contract line items, provided the quote is technically acceptable and complies with all solicitation requirements. The evaluation process will rank quotes by price first, then assess only the lowest-priced quote for technical acceptability without evaluating other submissions. Questions must be submitted no later than five business days prior to the April 15, 2026 closing date at 5:00 PM, and quotes must be submitted electronically to Marc Kerrigan and Isao Hattori.

This solicitation carries a 100% small business set-aside under NAICS code 339940 (Office Supplies and Accessories Manufacturing), meaning only small business concerns are eligible to submit quotations. The procurement requires specific quantities totaling approximately 69,000 units across all line items: 1,200 backpacks, 20,000 cooling towels, 40,000 lanyards, 6,000 athletic t-shirts, 1,000 grip strength meters, 300 graduation stoles, and 1,500 wireless charging stations. All items must be delivered within 60 calendar days of contract award to Camp Curtis Guild in Reading, Massachusetts, on an FOB Destination basis with the contractor bearing all transportation costs. The vendor must complete a critical timeline including receiving artwork within 7 days of award, submitting digital proofs within 7 days of artwork receipt, delivering production samples for approval within 30 days of proof approval, and completing final delivery within 45 days of sample approval. No current incumbent or award value information is specified in the solicitation documents.

Basis for Award

The Government intends to award a single, firm-fixed-price contract. The award will be made to the responsible quoter submitting the lowest total price for all CLINs, whose quote conforms to all solicitation requirements.

The Government will evaluate quotes by first ranking all quotes by price. It will then evaluate the lowest-priced quote for technical acceptability. If the lowest-priced quote is technically acceptable and submitted by a responsible quoter, an award will be made without evaluating other quotes.

Interested parties are responsible for monitoring this site for any amendments to the solicitation. All interested and responsible small businesses may submit a quote, which shall be considered by the agency. Please download the attached solicitation documents for full details and instructions.
