2026-02

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, is most advantageous to the Government.

The award will be made on the basis of the lowest evaluated price of a quote meeting the acceptability standards for the non-cost factor.

The evaluation process will proceed as follows:

Price Evaluation: All timely quotes will first be ranked by total price, from the lowest to the highest. The total price will be the sum of all CLINs (0001 through 0008).

Technical Evaluation: Starting with the lowest-priced quote, the Government will evaluate it for technical acceptability. A quote will be considered technically acceptable if it demonstrates compliance with all requirements of the solicitation, including the specifications in the "Continuation of Supplies or Services" section and the submission requirements in the "Addendum to 52.212-1."

Award: If the lowest-priced quote is determined to be technically acceptable and the quoter is determined to be responsible, the Government will make an award to that quoter without evaluating any other quotes for technical acceptability.

If the lowest-priced quote is found to be technically unacceptable or the quoter is not responsible, it will be rejected, and the Government will proceed to evaluate the next lowest-priced quote for technical acceptability. This process will continue until a quote is identified that is technically acceptable from a responsible quoter, to whom an award will be made.

The non-cost factor to be evaluated is: Technical Acceptability.

(b) Options. Not applicable.

(c) Notice of award. A written notice of award or acceptance of a quote furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
