About this opportunity

Portsmouth Naval Shipyard, operating under the Department of the Navy Naval Sea Systems Command, is seeking quotations for the procurement of various countersunk cap screws through Request for Quotation (RFQ) N3904026Q5283. The solicitation requires self-locking socket flat countersunk head cap screws that comply with FF-S-86H Type IV specifications and incorporate MIL-DTL-18240F Type N self-locking mechanisms, with all fasteners manufactured from steel containing a minimum 12% elongation. Key contract requirements include submission of certificates of compliance for elongation, MIL-DTL-18240 standards, and FF-S-86H compliance, along with all inspection and test reports for traceability to each contract item. The required delivery date is March 27, 2026, with F.O.B. destination pricing required and freight included in all pricing submissions. Performance of work will take place at Portsmouth Naval Shipyard in Kittery, Maine 03904. Contractors should be aware that OPSEC requirements apply to this contract, including protection of Critical Information and Indicators, proper handling of sensitive facility information, and restrictions on portable electronic devices and social media disclosure of shipyard-related work.
