About this opportunity
The FDA Office of Acquisition and Grant Services seeks quotations for two laboratory chromatography systems under a single award, with proposals due September 21 and questions due by September 14. The procurement is unrestricted and not set-aside for small business.
The Vanquish Neo System or equal will be delivered to the FDA Center for Veterinary Medicine in Laurel, Maryland within six weeks after receipt of order and must be compatible with the Government-owned Thermo Fisher Scientific Orbitrap Exploris 240 mass spectrometer and associated ion-source/interface configuration. The system requires a twelve-month warranty and two days of on-site LC support. The Ion Chromatography System (Thermo Scientific Dionex ICS-6000 HPIC or equal) will be delivered to the FDA National Forensic Chemistry Center in Cincinnati, Ohio within thirty calendar days after award and must support inorganic anion analysis and dual-channel High-Performance Anion Exchange Chromatography–Pulsed Amperometric Detection capability with concurrent sample runs. This system requires a minimum one-year warranty, on-site analyst familiarization and training for up to five FDA personnel, unlimited on-site service visits with maximum 72-hour response time, and unlimited telephone and email support at no additional cost.
Offerors must submit pricing for all Contract Line Item Numbers, a technical compliance matrix for both systems, itemized pricing, warranty terms, UEI confirmation, delivery lead times, country of origin, and manufacturer details. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. Amendment A00001, issued September 16, clarifies that proposed equal systems must demonstrate compatibility with the Government-owned mass spectrometer, and that one award will cover both systems with combined pricing.
