About this file
This is a Statement of Work for the acquisition of a laboratory instrument for the Center for Veterinary Medicine (CVM) at the FDA.
The Government requires acquisition of a Thermo Scientific Vanquish Neo System or equivalent liquid chromatography instrument to support the semicarbazide (SEM) alternative marker project for nitrofuran use in aquaculture seafood. The system must meet specific salient characteristics including a low-dispersion 2-position/6-position rotary valve suitable for low-flow UHPLC applications, biocompatible construction, maximum operating pressure of 150 MPa/21,750 psi, column compartment capable of operating at temperatures up to 80°C (or 60°C with valves installed), stable performance for extended LC-MS analytical operations, high peak-capacity capability, integrated column/emitter configuration with zero-dead-volume connections, and tool-free or finger-tight column connection capability. The proposed system must be compatible with the Government-owned Thermo Fisher Scientific Orbitrap Exploris 240 mass spectrometer and associated ion-source/interface configuration. Deliverables include one complete system with all necessary components and accessories, to be delivered within six weeks after receipt of order, plus two days of on-site LC support for system setup, installation, and implementation to be coordinated with the Government point of contact following delivery. The contractor shall provide a twelve-month warranty covering defects in materials and workmanship in accordance with manufacturer's standard commercial warranty terms, with the warranty period commencing upon Government acceptance following delivery and installation. Delivery must occur during regular business hours (Monday-Friday, 8:00 AM – 4:00 PM) at CVM, MOD2 RM2511, 8401 Muirkirk Road, Laurel, MD 20708. The contracting officer is Iris Johnson, reachable at Iris.Johnson1@fda.hhs.gov or (301) 796-3353.

STATEMENT OF WORK
TITLE: CVM Vanquish Neo System for SEM
1. PURPOSE
The purpose of this requirement is to acquire a laboratory instrument for the Center for Veterinary Medicine (CVM) for the semicarbazide (SEM) alternative marker project. The Government requires a Thermo Scientific Vanquish Neo System or equal that meets the salient characteristics identified herein.
2. BACKGROUND
The instrument has been selected to be used for developing a method to replace semicarbazide (SEM) with an alternative marker for nitrofuran use in aquaculture seafood.
3. SALIENT CHARACTERISTICS
The Thermo Scientific Vanquish Neo System or equal shall meet the following minimum salient characteristics:
• Low-dispersion 2-position/6-position rotary valve suitable for low-flow UHPLC applications.
• Biocompatible construction suitable for the intended laboratory application.
• Maximum operating pressure of 150 MPa / 21,750 psi.
• Column compartment capable of operating at temperatures up to 80°C, or 60°C when valves are installed, with a minimum operating temperature of approximately 5 K above ambient room temperature.
• Stable performance suitable for extended LC-MS analytical operations.
• Column configuration capable of supporting reproducible performance for large experiments and/or multisite applications.
• High peak-capacity capability supporting the use of smaller particle sizes and/or longer columns.
• Integrated column/emitter configuration with zero-dead-volume or equivalent low-dead-volume connections.
• Tool-free or finger-tight column connection and replacement capability.
• The proposed system shall be compatible with the Government-owned Thermo Fisher Scientific Orbitrap Exploris 240 mass spectrometer and associated ion-source/interface configuration.
4. WARRANTY
The Contractor shall provide a twelve (12) month warranty for the Thermo Scientific Vanquish Neo System or equal and all components provided under this requirement.
