About this file

This is Amendment A00001 to a federal solicitation (75F40126Q000430) for the procurement of analytical laboratory equipment, specifically a Vanquish Neo System and Ion Chromatography system. The amendment was issued on September 16, 2026, with an effective date of September 10, 2026, under Air Force project number HFP-2026-135967. The amendment does not extend the original solicitation closing date and time. The contracting officer is Iris M. Johnson, and offerors are not required to sign and return the amendment document. Quotations must be submitted by email to the Points of Contact listed in SAM.gov with reference to solicitation number 75F40126Q000430 in the subject line.

The amendment provides Government responses to five industry questions. Key clarifications include: (1) offerors must submit quotations for both chromatography systems under a single award, with pricing for all Contract Line Item Numbers (CLINs), as the Government intends to make one award for the complete combined requirement; (2) proposed equal systems must demonstrate compatibility with the Government-owned Thermo Fisher Scientific Orbitrap Exploris 240 mass spectrometer and its existing ion-source/interface configuration, with offerors providing technical documentation identifying any required modifications, adapters, or additional hardware; (3) manufacturer authorization or authorized reseller letters are not required with the quotation; (4) no country-of-origin restrictions beyond those incorporated in the solicitation apply; and (5) quotations should reference the solicitation number in the email subject line, though no additional subject-line format is mandated.

Amendment A00001

ALP: HFP-2026-135967/OC-2026-135575

Solicitation: 75F40126Q000430 Description: Vanquish Neo System and Ion Chromatography system 2

Questions and Government Responses

1. Must one offeror quote and supply both chromatography systems under the single award, or may an offeror quote only one of the two systems/requirements?

Government Response:

The offeror must submit a quotation for the complete combined requirement. Quotations shall include pricing for all CLINs. The Government intends to make one award for the complete combined requirement.

2. For an equal system proposed for the Vanquish Neo requirement, is demonstrated compatibility with the Government-owned Thermo Fisher Orbitrap Exploris 240 and its existing ion-source/interface configuration sufficient, or must the equal system use the existing Thermo interface without any Government-owned hardware changes?

Government Response:

The solicitation requires any proposed equal system to demonstrate compatibility with the Government-owned Thermo Fisher Scientific Orbitrap Exploris 240 mass spectrometer and its existing ion-source/interface configuration. Offerors shall provide sufficient technical documentation explaining how the proposed system will achieve compatibility, including identification of any required modifications, adapters, additional hardware, or other changes. The Government will evaluate the proposed approach as part of the technical evaluation.

3. Is a manufacturer authorization/reseller letter required with the quotation for either system?

Government Response:

No. The solicitation does not require submission of a manufacturer authorization or authorized reseller letter with the quotation. Offerors shall submit all documentation required by the solicitation to demonstrate technical acceptability and compliance with the solicitation requirements.

4. Are there any country-of-origin restrictions beyond the clauses incorporated in the solicitation that materially limit non-U.S.-manufactured end products?

Government Response:

No additional country-of-origin restrictions are imposed beyond the applicable provisions, clauses, and requirements incorporated into the solicitation. Offerors are responsible for ensuring that proposed end products comply with the applicable Trade Agreements requirements and shall provide the country of origin and place of manufacture information required by the solicitation.

5. Please confirm that quotations are submitted by email to the POC(s) listed in SAM.gov and whether there is any required subject-line format beyond referencing 75F40126Q000430.

Government Response:

Yes. Quotations shall be submitted by email to the Point(s) of Contact identified in the SAM.gov notice.

There is no additional required subject-line format; however, offerors should reference the correct solicitation number, 75F40126Q00430, in the email subject line
