About this opportunity
The General Services Administration seeks removal and replacement of asphalt and re-application of asphalt markings at the Van Buren Land Point of Entry in Van Buren, Maine, with proposals due July 14 at 2:00 p.m. eastern time. The procurement is a HUBZone sole source set-aside, foreclosing competition outside that pool.
Place of performance is Van Buren, Maine. The base scope covers approximately 44,850 square feet with an optional area of approximately 8,760 square feet. The contract is firm fixed-price with a 90-calendar-day performance period from Notice to Proceed plus 60 additional calendar days for close-out. The NAICS code is 237310, Highway, Street, and Bridge Construction; PSC code is Z2LB, Repair or Alteration of Highways/Roads/Streets/Bridges/Railways.
Offerors must submit a price proposal on the provided pricing sheet, a technical proposal addressing past performance and prior experience on similar projects, Standard Form 24 (Bid Bond) with a 20 percent bid guarantee or $3 million whichever is less, and GSA Form 527 (Contractor's Qualifications and Financial Information). Relevant projects are defined as asphalt removal and replacement of at least 25,000 square feet completed within the past five years; offerors must submit information on two past projects with detailed descriptions limited to one page each including project name, location, cost, completion dates, and client contact information. A pre-proposal conference and site visit are scheduled for June 23 at 1:00 p.m. at the project location.
The Government will award on a best value basis with non-price factors—past performance and prior experience—considered significantly more important than price. The Government will not perform price realism analysis. Performance and payment bonds of 100 percent of contract price are due within 10 calendar days of award. Work must comply with Davis-Bacon wage determination ME20260034 (Mod 1), Buy American construction materials provisions, and security requirements including Internal Custom Border Patrol vetting (HSPD-12 vetting required only if facility entry is necessary). Liquidated damages are $371.00 per calendar day for failure to achieve substantial completion. The Contracting Officer is Jeffery Linskens at GSA Philadelphia (484-636-4299; jeffery.linskels@gsa.gov).
