About this file

This document is a Standard Form 30 amendment to solicitation 47PC5226R0040 for the Van Buren Land Point of Entry (LPOE) Asphalt Removal and Replacement Phase II project, issued by the General Services Administration (GSA) PBS Office of Acquisition Management on June 26, 2026, with an effective date matching the amendment issuance date. The amendment incorporates pre-proposal conference minutes and sign-in sheet from June 23, 2026, and extends the proposal submission deadline with no extension noted in Item 11, maintaining the deadline of July 14, 2026, at 2:00 p.m. eastern time for submissions to Jeffery.Linskens@gsa.gov.

The project requires removal and replacement of asphalt and re-application of asphalt markings at the Van Buren LPOE in Van Buren, Maine, covering a base area of approximately 44,850 square feet with an option area of approximately 8,760 square feet. This is a firm fixed price (FFP) contract set aside for HUBZone small businesses under NAICS Code 237310 (Highway, Street, and Bridge Construction). The period of performance is 90 calendar days from notice to proceed, plus 60 additional calendar days for close-out activities. Key requirements include a 20% bid bond submitted with the proposal, performance and payment bonds of 100% of contract price due within 10 days of award, current certificates of insurance listing the Government as co-insured, Davis Bacon wage and fringe benefit compliance, and liquidated damages of $371.00 per calendar day for schedule delays. Evaluation will use the best value method with technical factors—past performance and prior experience on projects of at least 25,000 square feet in asphalt removal and replacement—considered significantly more important than price. Proposals must include pricing on SF 1442 and descriptions of two relevant projects limited to one page each with minimum 10-point font. Payment will be made within 14 days of invoice receipt, with up to 10% withholding for unsatisfactory progress, and SF 2419 Certification of Payment required to subcontractors with each invoice.

Purpose

The purpose of this pre-proposal conference is to afford interested contractors the opportunity to see the site of the requirement, ask questions, receive answers either at the conference or later regarding any concerns they may have regarding the contract provisions and requirements of this project. Answers, especially those that require further study, shall be deferred and answered in the minutes to this meeting and issued as an amendment to the contract.

Please keep conversations to a minimum during the walk-through so you don’t miss important announcements.

In order to prevent unnecessary extension of the proposal due date, we request that any questions you may have during or following this meeting be submitted in writing by the close of business, June 29, 2026. The Government cannot guarantee a response to questions submitted later than June 29, 2026.

All questions should be emailed to jeffery.linskens@gsa.gov and kevin.dessureault@gsa.gov.

Oral statements made by a Government representative during today’s pre-proposal conference or any site visit, or any written record of such oral statements as may be furnished to the offeror will not qualify or be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of the Request for Proposal. In the event the discussion or questions raised during today pre-proposal conference or during any other site visit, indicate a need to modify the Request for Proposal, an amendment to the solicitation will be issued in writing. 4. Price and Technical Proposals

a) Price. Each contractor is required to submit the proposal price on block number 17 of the SF 1442, Solicitation of Offer and Award, and complete the Pricing (Bid) Sheet.

b) Technical factors are considered significantly more important than price. The following are technical criteria listed in descending order of importance: 1) Past Performance on projects of similar size and scope, and 2) Prior Experience on projects of similar size and scope. It is a good practice to provide technical factor information in the same order and using the same language used to describe the technical factors in the Solicitation.

c) Similar size and scope is asphalt removal and replacement of an area of at least 25,000 square feet.

d) For past performance, Past performance information will be obtained by interviewing references for projects submitted under Prior Experience and by a review of CPARS Performance Assessments of projects performed under NAICS 237310 within the past 5 years of similar size and scope, as well as any knowledge of the Government team.

e) For prior experience, offerors will submit information on two projects started within the past five years and substantially complete by time of submission. Their descriptions of each project will be limited to one page, i.e., one side of an 8.5 x 11 sheet with font size of 10 or greater. More than two projects will not be reviewed and information in excess of one sheet per project will not be reviewed.

f) Please carefully review each factor in Section VI of the solicitation and provide all information asked for. An early and thorough review of the Solicitation will afford

Offerors an opportunity to ask clarifying questions as RFIs prior to submission of their proposal.

g) Standard Form 1442 is the solicitation offer and award form. Fill this form out completely and acknowledge all amendments on this form, or sign and return the amendment as your acknowledgement of the amendment.

h) The award decision will be made using the best value method using the price-technical tradeoff approach with technical factors, taken together, significantly more important than price. Price is defined as the total evaluated price, which is the sum of the base and option price, whether the option is awarded or not.
