About this file

This is a Scope of Work document for a federal construction contract issued by the General Services Administration (GSA) for asphalt replacement and repair work at the Van Buren Land Port of Entry (LPOE) in Van Buren, Maine.

The project (RME05621) requires contractors to mill down and remove existing asphalt and install new asphalt at the facility. The base bid encompasses grinding asphalt per specified layout, line striping, and marking arrows, crosswalks, parking lines, and non-parking markings as currently configured. Contractors must safeguard ground loops at fenced parking areas and automatic gates to ensure proper function post-construction. Option 1 involves milling down 2 inches of asphalt in the gated parking and exit areas, reinstalling asphalt per Maine Department of Transportation specifications, building up one section near the entrance gate for positive drainage, line striping approximately 22 parking spaces, and testing ground loops to verify gate operability. The work must comply with Maine DOT standards, include proper disposal of milled asphalt with submittal, DOT-approved road markings, traffic control plans, cleanup of excessive material and lawn repairs, portable bathroom facilities, and project scheduling. All work must include submittals for disposal methods, new asphalt installation, road markings, traffic control, and project schedule. Project hours are 24 hours daily, Monday through Sunday, at contractor discretion for cost efficiency. Internal Custom Border Patrol vetting is required; HSPD-12 vetting is required only if facility entry is necessary. A one-year warranty on products and craftsmanship is mandated. Contractors must designate a single point of contact for all project communications and coordination with GSA and CBP personnel throughout the duration of work.
