About this opportunity
The National Institute of Standards and Technology (NIST), under the Department of Commerce, is soliciting competitive quotations for the procurement of vacuum pumps and controllers to support a CHIPS project constructing a new synchrotron beamline at SURF III. The required equipment consists of five line items: three 200 L/s ion pumps, one 400 L/s ion pump, one differential ion pump, one four-section ion pump controller, and one single-section controller—all of which must be new, manufacturer-original equipment with no used, refurbished, prototype, or custom items acceptable. This is a simplified acquisition for commercial products under FAR Part 12 with firm-fixed-price quotations evaluated on a lowest-price, technically acceptable basis, meaning award will go to the offeror providing the lowest total price whose equipment meets or exceeds all minimum specifications. Electronic quotations must be submitted by 12:00 PM Eastern Time on April 8, 2026, to both the Contract Specialist and Contracting Officer via email, with technical questions due within two business days of the March 25, 2026 posting date. All quoters must maintain active SAM.gov registration from time of submission through award and final payment.
This procurement is not designated as a set-aside for any particular business category. The contract involves delivery on a FOB Destination basis to NIST in Gaithersburg, Maryland within 12 weeks of order receipt, with the Government conducting visual inspection and potential quality assurance testing within 14 days of delivery. The contractor must provide a minimum one-year warranty commencing upon Government acceptance, and payment will be made in full only upon installation, acceptance, and successful demonstration that equipment performs in accordance with requirements; partial shipments and invoices are not permitted unless pre-approved by the Contracting Officer. All shipping and delivery costs must be included in the quoted price, and invoices must be submitted electronically to INVOICE@NIST.GOV and processed through the U.S. Department of Treasury's Invoice Processing Platform. The place of performance and acceptance is NIST's Gaithersburg facility at 100 Bureau Drive, Gaithersburg, MD 20895.
