About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 is soliciting quotes for VA Federal Coordination Center (FCC) Medical Cache Maintenance, Storage, Setup and Transportation services to support emergency response operations for the Eastern Colorado Healthcare System. The contractor will be responsible for maintaining a 2,000 square-foot climate-controlled storage facility, performing battery rotation and comprehensive inventory management, deploying the medical cache within 72 hours to any location within the 44,000 square-mile ECHCS catchment area, and providing staffing support during functional exercises and training events. Key qualifications include a minimum of two years of experience in medical cache maintenance and FCC Patient Reception Site operations with positive past performance evaluations. Evaluation will be based on three factors: technical capability (most important), past performance (more important than price), and price. Critical deadlines include April 20, 2026 at 12:00 p.m. MT for submission of questions to thaddeus.gray@va.gov and April 22, 2026 at 4:00 p.m. MT for quote submission via email.
This procurement is set aside as a sole source award for service-disabled veteran-owned small businesses (SDVOSBs) with a business size standard of $41.5 million under NAICS code 624230. The contract will be structured as a firm-fixed-price award on an all-or-nothing basis, with a base year running from July 26, 2026 to July 25, 2027, followed by four optional one-year extension periods through July 25, 2031. Offerors must provide pricing for three recurring line items: storage of the government property medical cache for 12 months, staffing support for 4-6 personnel across 6 functional exercises and training events, and mobilization of the medical cache including semi-truck transportation and mileage for one deployment event. The place of performance is Aurora, Colorado, specifically the Eastern Colorado VA Healthcare System Rocky Mountain Regional VAMC, located within 25 miles of Denver International Airport. Offerors must verify their SDVOSB status in the SBA Small Business Certification database at the time of quote submission and award.
