About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6 has published a Special Notice of Intent to Sole Source a Wheelchair Van Transportation Service Agreement. The notice announces the VA's intention to award a three-month emergency bridge contract to Charis Services LLC for wheelchair van transportation services serving veterans at the Hampton VA Medical Center and its associated healthcare centers and community-based outpatient clinics located in Hampton, Virginia. This sole source award is being made under the authority of VAAR 819.7008 for Service-Disabled Veteran-Owned Small Businesses. The contract is valued at $399,995.25 and will operate from January 1, 2026 through March 31, 2026. The notice was posted on December 22, 2025, with a deadline of December 23, 2025.

The primary objective of this Special Notice is to prevent a service interruption for essential veteran transportation services by executing a bridge contract while the government prepares for a future competitive solicitation. Charis Services LLC, the incumbent contractor who has provided these services for the past five years, is the sole intended awardee based on being the only responsible source available to maintain continuity of operations. The contract falls under NAICS code 485991 (Special Needs Transportation) with a small business size standard of $19.0 million. Only Service-Disabled Veteran-Owned Small Businesses are eligible to participate in this sole source award, which is being executed under emergency procurement authority due to time constraints and the critical nature of the transportation services. This is explicitly noted as not a request for competitive quotations, and the abbreviated timeline reflects the urgent need to maintain uninterrupted service delivery to veterans beginning January 1, 2026.
