About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 seeks qualified contractors to provide non-emergency ground ambulance transportation services for the Southern Arizona VA Healthcare System and its affiliated clinics. The contractor must deliver Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) services on a 24/7 basis, including weekends and holidays, across Pima, Cochise, and Yuma Counties. Key requirements include maintaining an Arizona State Certificate of Necessity (CON 54), employing properly certified personnel, possessing adequate vehicles capable of handling simultaneous transports, and meeting response time standards of 30 minutes for scheduled trips and 60 minutes for unscheduled trips. The solicitation permits subcontracting provided all subcontractors meet VA standards, and vendors may bid with or without CCT capabilities. The solicitation deadline for proposals is December 19, 2025, with an amendment issued on December 17, 2025 addressing vendor questions regarding certification requirements, emergency trip exclusions, and contractual conditions.
This solicitation includes no set-aside designations and carries an estimated total contract value of $22.5 million. The contract period runs from February 1, 2026 through September 30, 2030, with four additional one-year option periods available, providing potential service continuity through September 2034. Pricing is structured by transport type (BLS and ALS) with additional charges for mileage, wait time, and no-shows. The contractor must utilize the VetRide Vendor Portal for trip requests and invoicing while complying with extensive medical, safety, and operational requirements established by the VA. Place of performance is Tucson, Arizona 85723, with services required across the specified tri-county region.
