The solicitation requires a contractor capable of providing 24/7 ambulance transportation services with qualified EMTs and paramedics who can perform advanced medical interventions. Technical evaluation criteria will include submission of a Quality Control Plan and successful completion of a vehicle inspection during a mandatory site visit scheduled for February 10, 2025. The contractor must demonstrate the ability to respond within 30 minutes for urgent transports and maintain appropriate vehicle certifications and medical staffing qualifications.
This contract is designated as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 621910 with a size standard of $22.5 million. The contract structure includes a base period from March 11, 2025, through March 10, 2026, with four additional one-year option periods potentially extending through March 10, 2030. The minimum guaranteed amount is $10,000, with a maximum aggregate value of $7,500,000. The estimated annual service volume includes 198 one-way ALS trips and 130 CCT trips, with each trip including the first 40 miles. The place of performance is located in Loma Linda, California, with services required for VA facilities in Loma Linda, San Diego, and Los Angeles.
