About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration is conducting a Sources Sought Notice for non-emergency ambulance ground services at the Marion, IL VA Medical Center. The procurement seeks a contractor capable of providing comprehensive ambulance transportation services, including Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services on a 24/7 basis. Interested vendors must submit a five-page capability statement demonstrating their technical expertise, facilities, and experience in providing ambulance services. The VA will evaluate responses based on the company's ability to meet service requirements, including maintaining proper certifications, staffing with qualified EMTs and paramedics, and meeting specific response time standards. Responses must be submitted electronically to Maria Espinosa by December 30, 2024, at 10:00 AM CST, with vendors required to provide detailed documentation including company information, SAM Unique Entity ID, and business classification.
The procurement is currently anticipated as a set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) firms under NAICS code 621910, with a $20 million size standard. The contract is structured with a base period and four option years, covering service areas in Illinois, Tennessee, Missouri, and Indiana. Vendors are expected to have the capacity to handle up to four simultaneous transport requests, with an estimated 10-25 transports per weekday. While specific award value is not explicitly stated, the sources sought notice requests pricing estimates for a five-year service period. The VA reserves the right to modify the set-aside approach if insufficient SDVOSB responses are received, potentially resulting in an alternate set-aside or full and open competition. All potential offerors must be registered in the System for Award Management (SAM) and, for veteran-owned businesses, in the VetBiz Registry.
