About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 17, through its Network Contracting Office 17 located in San Antonio, Texas, is conducting market research for Advanced Life Support-Basic Life Support (ALS-BLS) ambulance transportation services to support the North Texas VA Medical Center Catchment Area. This Sources Sought Notice seeks to identify qualified vendors and establish a competitive procurement strategy for a forthcoming solicitation. Interested contractors must respond by 10:00 AM Central Time on Tuesday, November 18, 2025, with business information including company name, contact details, SAM registration status, NAICS code, business size classification, and business type designation. The VA is particularly interested in identifying Service-Disabled Veteran Owned Small Businesses (SDVOSBs) capable of providing these services. Vendors are requested to submit estimated market research pricing with their responses, including breakdowns such as per-mile rates and base mileage fees, though pricing submission is not mandatory. The questionnaire requires vendors to provide their SAM UID number and confirmation of current SAM registration with expiration dates, and to indicate if they hold existing GSA or VA Federal Supply Schedule contracts.
This is a Sources Sought Notice only and does not constitute a formal solicitation for proposals or quotations; rather, it represents preliminary market research to inform the government's procurement strategy decisions, including whether to use set-asides or pursue unrestricted competition. No set-aside designations have been applied to this notice at this stage. The notice does not identify any current contract incumbents or provide specific award values or budget ranges. While the draft Performance Work Statement and questionnaire are attached as supporting documents for vendor review, the actual contract timeline, quantity requirements, and award value will be determined following the completion of this market research phase and subsequent release of the formal solicitation.
