About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is procuring ambulette and wheelchair van transportation services for eligible veteran patients at the Northport VA Medical Center in New York. The solicitation seeks a contractor to provide non-emergent wheelchair transportation services within a 50-mile radius of the Northport VAMC, including trips to Community Based VA Clinics and Non-VA Community Care facilities. The contract requires 24/7 service availability including holidays, drivers with New York State licenses who comply with New York State Department of Health ambulette service regulations, and transportation of no more than 2 VA-contracted veterans per trip. The evaluation will be conducted on a lowest price, technically acceptable basis, considering factors such as service capability, quality compliance, past performance, and price. Questions were due September 8, 2025, and quotes must be submitted by September 24, 2025 at 2:00 PM EDT.
This solicitation is set aside for small businesses under NAICS code 485991 (Special Needs Transportation) and represents a recompete rather than a brand-new contract requirement. The total estimated contract value is not to exceed $19 million over the contract period, which includes a base year from October 1, 2025 to September 30, 2026, with four additional one-year option periods extending through September 30, 2030. Transportation volume averages 24 calls per day Monday through Friday (144 weekly, 576 monthly), with an estimated 590 wheelchair transports per month, plus additional Saturday dialysis calls (7-9) and weekend discharge calls (3-6 per month). The pricing structure includes base rates for local and long-distance trips, mileage fees after fifty miles, wait time fees, and toll reimbursements. Services will be performed within the 50-mile radius of the Northport VAMC in New York, with stretcher transportation explicitly removed from the original requirements.

Does the statement, With proper written approval, the NORTHPORT VAMC shall allow the contractor to charge on a per- patient basis when more than one patient is transported. , only apply to the Mileage rate charge. Every other Base or Load plus Milage rate billing method clients including New York State Medicaid always includes all Base or Load fees and then limit the Mileage charge to the longest trip of the group ride. Without the ability to charge for each base or Load Rate the VAMC would actually be asking for a FREE TRIP whenever a group ride occurs. I do not believe that is the intent of the section so please confirm this section only applies to the billing of Mileage in group ride circumstances.
Answer: Written approval is not required when transporting two (2) VA contracted Veterans/patients.
Does the NORTHPORT VAMC have a timeframe for utilizing the VetRide transportation system.
Answer: Upon contract execution.
We do not see a number of vehicles requirement anywhere in the VEHICLE REQUIREMENTS section from page 17 of 113 to page 19 of 113. Fleet Size directly correlates to waiting times and response to same day request. Will fleet size (that meets the requirements) be considered when evaluating solicitation responses.
Answer: Please refer to E.9 52.212-2 Evaluation
Section CERTIFICATION OF INSURANCE COVERAGE. Does this section apply to both Automobile and General insurance level of coverage. Typically, Ambulette companies have Auto insurance coverage, which covers passengers during transport and General insurance which covers after/outside the vehicle. Please confirm that the levels of insurance in this section apply to either Both Automobile and General insurance policies or only to one or the other.
