About this opportunity

The VA Caribbean Healthcare System (VACHS), a component of the Department of Veterans Affairs Veterans Health Administration, is seeking recurring roundtrip air charter transportation services to transport eligible Veterans beneficiaries and their medical companions from the US Virgin Islands to Puerto Rico. The service will operate from two departure airports—Cyril E. King Airport (STT) in St. Thomas and Henry E. Rohlsen Airport (STX) in St. Croix—with all flights arriving at Luis Munoz Marin International Airport (SJU) in Carolina, Puerto Rico. This is a pre-solicitation notice classified under NAICS Code 481211 (Non-scheduled Passenger Air Transportation) and PSC Code V121 (Transportation/Travel/Relocation: Air Charter), indicating that all responsible sources may submit capability statements to demonstrate qualifications. Interested contractors must submit detailed capability statements by February 13, 2026 at 10:00 AM Atlantic Standard Time to Wilfredo Perez at wilfredo.perez3@va.gov; telephone inquiries will not be accepted. If sufficient interest is demonstrated, the VA will post a formal solicitation on sam.gov for this requirement.

This procurement includes no set-aside designations, meaning it is open to all qualified contractors without restrictions. The requirement calls for twice-weekly service with a maximum of nine passengers per flight, establishing the operational scope for interested bidders. No current contractor or incumbent is identified in the available documentation, nor is a specific award value or budget range disclosed at this pre-solicitation stage. The estimated frequency and passenger capacity provide key numerical parameters for contractors to assess their capability to meet the VA's transportation needs for this recurring service. Contract award value and final terms will be determined during the formal solicitation phase if this requirement proceeds to that stage.
