About this opportunity
The Department of Veterans Affairs (VA) Veterans Integrated Service Network 21 has issued a Special Notice announcing its intent to award a sole source firm fixed price contract to Waste Management for collection and disposal of solid waste and recyclable materials services at VA Northern California Health Care System facilities. The procurement is unique because Waste Management holds the only franchise agreements with the cities of Sacramento, McClellan, Sonora, and Stockton, which legally restricts other companies from operating in these areas. The contract opportunity is classified under NAICS code 562111 with a $47 million size standard. The VA is pursuing this sole source procurement under 41 USC A3304(a)(1) as implemented by FAR 6.302-1, which allows for a single source when only one responsible source can satisfy agency requirements. The solicitation is specifically focused on waste management services for VA facilities in Northern California.
Contractors interested in this opportunity must submit a comprehensive capability statement by April 25, 2025, at 9 a.m. PST to parmpreet.pannu@va.gov, referencing solicitation number 36C26125Q0463. The submission must include specific details such as the company's socioeconomic status, DUNS and/or CAGE codes, detailed experience in similar waste management contracts, a list of comparable government and commercial projects, potential teaming arrangements, and authorization letters from the specified cities. Eligibility requires current registration in the System for Award Management (SAM), with Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) required to be registered and verified in the VetCert Registry. While responses will be evaluated, the VA retains sole discretion to determine whether to compete the procurement. Failure to provide the requested information will result in a non-responsive designation, effectively disqualifying the potential contractor from consideration.
