About this opportunity
The Department of the Air Force, specifically the Air Force Logistics Management Center (AFLCMC/PZIBA) at Wright-Patterson Air Force Base in Ohio, published this Special Notice on February 2, 2026, announcing its intent to award a sole source contract for a UV Sensitive High-Speed Camera. The notice is intended for informational purposes and indicates the government's determination that Vision Research, located in Wayne, New Jersey, is the only reasonably available source capable of meeting the Air Force Institute of Technology's specific requirements. The proposed procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a business size standard of 1,000 employees, and will result in a firm fixed price contract award.
The primary objective is to acquire specialized imaging equipment to support detonation research at AFIT. The camera must meet rigorous technical specifications, including the capability to capture over 75,000 frames per second at full resolution (1280x800), over 1 million frames per second at reduced resolution, a minimum 40-nanosecond exposure time, 12-bit sensor resolution, ultraviolet sensitivity with at least 70% quantum efficiency at 300 nanometers, and weigh less than 25 pounds. Interested contractors have until February 9, 2026—five days from the notice posting—to submit capability statements, proposals, quotations, or exceptions to the sole source procurement determination, which the government will evaluate to determine whether competitive procurement is warranted. The selected contractor must deliver the complete system within 12 weeks of contract award and provide a one-year warranty covering defects in material and workmanship. Payment terms require 100% compensation upon invoice submission and final inspection and acceptance through the Wide Area Workflow (WAWF) system, with all shipping costs and insurance included in the proposal.

INTENT TO SOLE SOURCE
The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of a UV Sensitive High-Speed Camera for the Air Force Institute of Technology (AFIT) located at Wright Patterson AFB, Ohio 45433.
The Government intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1), “Contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”, resulting in a firm fixed price contract. The Contracting Officer has determined that only one source is reasonably available: Vision Research.
This proposed procurement will be a Sole Source under North American Industry Classification System code (NAICS) 334516 – Analytical Laboratory Instrument Manufacturing. Business size standard is 1,000 employees.
The proposed source is Vision Research, 100 Dey Rd, Wayne, NJ 07470 USA
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed vendor, Vision Research, is the only known source able to satisfy the government's requirements.
The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
