Technical requirements include a tracked machine with ground pressure less than 4.0 PSI, wide track option extendable 10 inches or greater, ground clearance of 7.5 inches or greater, dump height of 85 inches or greater, travel speed of 5 MPH or greater, maximum width of 41 inches, tip load of 3,200 pounds or greater, rated operating capacity of 1,200 pounds or greater, diesel fuel source with 16.5-gallon or larger tank, and hydraulic flow rate of 12 GPM or greater. Equipment must incorporate CII Universal Attachment Plate, hydraulic function lockout, intuitive joystick controls with 14-pin attachment control, operator presence foot pedal, selectable ride control, and spring-suspended ergonomic operator platform. All delivery costs are included in pricing on firm fixed price, FOB Destination basis.

Evaluation uses a Lowest Price Technically Acceptable approach. All offerors must obtain a Unique Entity Identifier, maintain active SAM registration at quote submission, award, and throughout contract performance. Amendment 0001 (issued July 15) updated specifications and responded to vendor questions; offerors must acknowledge receipt of this amendment.

This announcement is to amend the Solicitation in order to respond to vendor questions, and update the Specifications for all interested parties in the Utility Track Loader project at Zion National Park. Additionally, the "Questions and Answers" and "Specifications - Revised" documents are attached and replace previous versions where applicable.

The solicitation and any amendments can be found and retrieved on SAM; www.sam.gov. Please complete the SF Form 1449 as instructed. All amendments must also be read - the SF 30 must be signed and returned once downloaded from SAM.gov.

THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 140P6426Q0095 is issued as a request for quote (RFQ) for a Utility Track Loader Supply at Zion National Park (ZION).

GENERAL INFORMATION:

This solicitation is a Request for Quote (RFQ) Solicitation issued on Standard Form (SF) 1449. Award of this contract will be made according to FAR Part 12 Acquisition of Commercial Products and Commercial Services. All references to ¿proposal¿ in this solicitation shall be understood to mean ¿quotation.¿ Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

CONTRACT TYPE:

The contract awarded as a result of this solicitation will be a firm-fixed price commercial contract/award.

COMPLIANCE WITH RECENT EXECUTIVE ORDERS 14148/14208:

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals¿Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications¿Commercial Products and Commercial Services.
