About this opportunity
The Department of the Air Force Materiel Command Test Center seeks a Basic Ordering Agreement for utility task vehicle maintenance and repair services, with quotes due June 26. This is a Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to SDVOSB concerns.
Place of performance is Edwards Air Force Base, California. The contractor will provide routine annual preventative maintenance for up to 51 John Deere Gators and 5 Honda Pioneers, plus reactive repair services. Work is performed onsite during normal operating hours (6:00 AM to 4:00 PM PST, Monday through Friday, excluding federal holidays). The contract structure comprises two CLINs: CLIN 0001 covers scheduled annual preventative maintenance; CLIN 0002 covers over-and-above reactive repairs capped at $40,000 annually. The agreement ceiling is $999,999 for a five-year period from July 23, 2026, through July 22, 2031, with individual task orders not exceeding $106,000.
All work must meet or exceed manufacturer specifications. The contractor furnishes all personnel, equipment, supplies, tools, materials, and supervision. Service Contract Act prevailing wage rates apply per Kern County Wage Determination No. 2015-5603, Revision 30 (May 13, 2026). The contractor must comply with CMMC 2.0 Level 1 and complete a self-assessment in SPRS by November 10, 2025, to protect Controlled Unclassified Information.
Quotations must include a completed five-year price list, a technical submission of no more than 25 pages demonstrating relevant certifications (ASE, manufacturer-specific training), and 2–3 past performance questionnaires from the past six years. Vendors must hold prices firm for 90 calendar days and register in SAM. Evaluation weighs non-cost factors (Technical Capability and Past Performance) more heavily than Price, with technical submissions rated Acceptable or Unacceptable and past performance assessed on a five-point scale. The NAICS code is 811111, General Automotive Repair, with a $9,000,000 size standard.
