The procurement is a Total Small Business set-aside for a single firm-fixed-price construction contract, foreclosing bidding by non-small businesses.

Place of performance is Randlett, Uintah County, Utah. The contractor must replace or repair the septic system drainfield, lines, risers, and other components to ensure full functionality and freeze protection for a facility serving up to 15 employees and a public restroom. Work must comply with industry standards and applicable Utah and county codes. The contractor is responsible for final design, soils testing, and obtaining Tricounty Health Department permit and plan review. The leach field must be a standard pipe and gravel design rather than an infiltrator system. Three existing 1,000-gallon septic tanks will remain in place; the contractor must add two 8-inch-diameter risers with cast iron lids to the office tank and PVC cleanout caps for leach field maintenance access. Soil assessment confirms loam soil with hydraulic loading rate of 0.5, maximum soil depth of 72 inches, and maximum groundwater depth of 120 inches. The contractor must be a certified Utah septic system installer and must contact a utilities location service before work begins. Large materials and old leach field asphalt must be hauled approximately 40 miles to Vernal, Utah.

Performance runs September 21 through November 15, 2026, with a mandatory 45-day performance window commencing after Notice to Proceed and approval of contractor submittals. The estimated contract value falls between $25,000 and $100,000. Payment bonds are required for awards exceeding $35,000; both payment and performance bonds are required for amounts over $150,000. Evaluation weighs technical understanding, relevant experience within the past five years, ability to meet the November 15 deadline, and price. Davis-Bacon Act wage rates apply under Wage Determination UT20260103 (Highway construction type); plumbing work is classified as "Laborer: Pipelayer." NAICS 562991, PSC Z2ND.
