About this file

This is Amendment 4 to a federal solicitation for septic system repair services at the Uinta-Ouray National Wildlife Refuge (UT-OURAY NWR) in Utah. The amendment extends the quotation due date from September 4, 2026, to September 10, 2026, and provides government responses to sixteen questions submitted by prospective offerors regarding technical and procedural requirements.

The solicitation pertains to septic system and drainfield repair/replacement for a facility complex including an office, shop, bunkhouse, two RV pads, and public restroom supporting up to 15 employees. Key clarifications include: design flow of 990 gallons per day as determined by Tricounty Health; provision of historical installation data and inspection records as attachments; contractor responsibility for Tricounty Health Department permit and plan review fees; requirement for certified Utah septic system installer; acceptance of subcontractor experience from the past five years; application of Wage Determination UT20260103 (Highway construction type) with plumbing work performed under the "Laborer: Pipelayer" classification; and evaluation under FAR 13.106-2 simplified acquisition comparative procedures with no public bid opening. The performance period runs from September 21, 2026, to November 15, 2026, with a mandatory 45-day performance estimate commencing after Notice to Proceed issuance and approval of contractor submittals by the contracting officer's representative. Individual site visits may be arranged by contacting Lisa Wilson at 509-531-6169. The issuing office is the Fish and Wildlife Service (FWS) at 5275 Leesburg Pike, Falls Church, Virginia 22041.

UT-OURAY NWR-SEPTIC REPAIR

The purpose of Amendment 4 is to issue the

Government's responses to questions received from prospective offerors and to incorporate resulting clarifications into the solicitation.

To allow vendors sufficient time to update their quotations based on these Q&A responses, the quotation due date is hereby extended from

September 4, 2026, to September 10, 2026.

Offerors shall review this amendment in full and acknowledge receipt as required.

Numbering continued from Amendment 1.

Q6. Please provide the approximate installation date/age of the existing septic system and drainfield. Please also provide any available original plans, as-built drawings, permits, inspection records, tank specifications, or previous septic repair records

A6. Installation was in approximately 2000. See

Attachments 1 and 2 - "historical data" files and Attachment 3 - "2026 inspection".

Q7. At the site visit, the rangers on site said there will be a site assessment conducted by the health department to confirm hydraulic low grades. To clarify, the government is responsible for scheduling that service, correct? Also, when will that service be conducted?

A7. Service was conducted by Tricounty Health.

Results attached: Attachment 4 - Tricounty

Health letter and Attachment 5 - Tricounty

Health Site Assessment.

Q8. Design flow (Amendment 0001, A2). Amendment

0001 states that the Government does not have a firm gallons-per-day figure and that the contractor is to size the field in accordance with Utah code. Absent a Government-furnished design flow, will the Government accept a design flow derived from the Utah

Administrative Code R317-4 fixture and occupancy tables, applied to the facilities

990 gallons per day.

Q9. Proposed drawings (Amendment 0001, A4).

Amendment 0001 states that the Government holds multiple proposed drawings but no as-built drawings. Those drawings were not included in the solicitation attachments. Will the

Government transmit them to all offerors by amendment?

A9. Proposed drawings in Attachments 1 and 2

"historical data" files.

Q10. Site visit. The two organized site visits of 17 and 24 August 2026 have passed. Given that Amendment 0001 states an onsite visit is required in order for the contractor to locate the field, will the Government accommodate an individual site visit prior to the closing date, and if so, with whom should it be arranged?

A10. Yes, we can accommodate individual site visits. Please coordinate with Lisa Wilson at

509-531-6169.

Q11. Permitting (Amendment 0002, Q/A6).

(a) Are TriCounty Health Department permit and plan review fees the contractor's responsibility, to be included in the quoted price?

(b) Does the Department require that the installing contractor hold a current Utah septic system installer certification, and if so, (c) must that firm be identified in the quotation?

Amendment 0001 places final design and soils testing on the contractor, while SF 1442 Item

11 fixes performance at 14 calendar days to commence and 45 calendar days to complete, marked mandatory. (a) When is the contractor's design due, and to whom is it submitted? (b)

Does Government or health department review time count against the 45-day performance period, or is that period tolled pending approval?

A12. The 45-day period of performance (PoP) is an estimate. If that is not feasible, please submit a proposed schedule with your quote.

Also, the 45-day PoP starts after the Notice to

Proceed has been received. That will be issued after submittals have been received and approved. Those are approved by the contracting officer's representative (COR) assigned on this project.

Q13. Relevant experience - subcontractor references. Attachment 4 and Section L.2.1.2 request three examples of similar septic system or drainfield work. Where the septic scope is to be performed by an identified subcontractor, will the Government accept and evaluate that subcontractor's project references under Factor

2, provided they are clearly identified as the subcontractor's experience?

A13. Yes, we will accept the subcontractors' experience.

Q14. Past performance lookback period.

Attachment 4, Item 6 requires experience

"completed within the past three (3) years," while Section L.2.1.2 requests examples

"performed within the last five (5) years."

Please confirm which period governs.

A14. Please follow the instructions in sections

L and M. Examples from the past 5 years.

Q15. Wage determination. (a) Wage Determination

UT20260103, Revision 1, is designated Highway construction type. Please confirm this is the intended determination for a septic and

(C) building utility repair, rather than a Building type determination. (b) The determination lists no Plumber or Pipefitter classification. Please confirm the classification the Government intends to govern plumbing labor - whether such work is to be performed under "Laborer:

Pipelayer," or whether a conformance request under 29 CFR 5.5(a)(1)(ii) is anticipated.

A15. The Government confirms that Wage

Determination UT20260103 (Highway), Revision 1, is the appropriate determination for this requirement because the work is primarily site civil in nature, including drainfield construction, excavation, and underground utility/septic repairs, which fall under the

Highway/Heavy construction category rather than

Building. The determination does not include a

Plumber or Pipefitter classification;

therefore, plumbing related tasks associated with underground utility and septic system repairs are to be performed under the "Laborer:

Pipelayer" classification. If a contractor believes additional plumbing classifications are warranted, a conformance request under 29

CFR 5.5(a)(1)(ii) may be submitted for consideration.

Q16. Type of solicitation. SF 1442 Item 2 marks neither "Sealed Bid (IFB)" nor "Negotiated

(RFP)," while Sections L and M describe a comparative best value evaluation under FAR

Part 13 simplified acquisition procedures.

Please confirm that quotations will be evaluated under FAR 13.106-2 and that no public bid opening will occur.

A16. Confirmed. Quotations will be evaluated under FAR 13.106 2 using simplified acquisition comparative procedures, and no public bid opening will occur.
