About this file
This document is Amendment 1 to a federal solicitation (140FGA26Q0061) for septic repair services at the Utah-Ouray National Wildlife Refuge. The amendment was issued on August 7, 2026, with an effective date of August 7, 2026, and does not extend the solicitation deadline. The solicitation is administered by the Fish and Wildlife Service (FWS) under the General Services Administration (GSA), located at 5275 Leesburg Pike, Falls Church, VA 22041. The period of performance is September 21, 2026, to November 15, 2026.
Amendment 1 consists of questions and answers addressing contractor inquiries regarding the septic repair project. Key clarifications include: the contractor is responsible for final design and soils testing, with an on-site visit required; system capacity in gallons per day (GPD) and leach field sizing must be determined by the contractor in accordance with Utah code; three existing 1,000-gallon septic tanks will remain in place and require two 8-inch diameter risers with cast iron lids added to the office tank, with PVC cleanout caps for leach field maintenance access; Section H.2.0 regarding drawings does not apply; the contractor must contact a utilities location service before work begins; large materials and old leach field asphalt must be hauled off-site (local dump approximately 40 miles away in Vernal, Utah), with water, power, and vault toilets available on-site for staging and small debris disposal.

UT-OURAY NWR-SEPTIC REPAIR
The purpose of Amendment 1 is to answer questions received from contractors.
Q1. Is there an existing engineered design, percolation/soil test, or site plan for the new drainfield? If not, is the contractor responsible for design and for the soil/perc testing?
A1. The contractor is responsible for final design and soils testing. We have a location we would like the leach field to be, but an onsite visit is required.
Q2. What is the required system capacity (GPD, tank sizes, number/length of laterals, drainfield square footage) to serve the office, shop, bunkhouse, two RV pads, 15 employees and a public restroom?
A2. The government does not have a good number on GPD. Size of the leach field needs to be determined by the contractor in accordance with
Utah code after the site visit.
Q3. How many septic tanks are in the system, and are existing tanks to be retained, pumped, or replaced? How many risers and what diameters?
A3. There are three tanks on the system that will stay in place. We believe they are all
1,000 gallons. Each tank was recently pumped of solid waste (April 2026) but are still in daily use. We would recommend at least couple hundred gallons be pumped from each tank to make the work easier and more hygienic but that is the contractor¿s choice. The government wants two risers added to the office tank front and back.
The middle hole already has one. The risers should be at least 8" diameter and about 3' tall with a cast iron lid and ring set level with the asphalt and risers added to each leg of the leach for maintenance can be pvc sewer cleanout caps.

Q4. Are as-built drawings, utility locates, or prior inspection/pumping records available?
Section H.2.0 refers to drawings but none were attached.
A4. Section H.2.0 does not apply to this solicitation. The government has multiple proposed drawings, but no as-built drawings.
The onsite representative knows the locations and routings for most of the utilities on site.
It is the contractor's responsibility to contact a utilities location service before work begins.
Q5. Spoils and old material disposal; on-refuge or hauled off-site? Is there a designated staging/stockpile area, and is water/power available on site?
A5. There is water power and vault toilets on site. There is plenty of staging area at the site. Large materials such as the old leach field and asphalt will need to be hauled off by the contractor. The local dump is about 40 miles away in Vernal Utah. General trash and small bits can be placed into the station dumpster approx. 4cu.yd.
