About this opportunity
The Department of the Interior Fish and Wildlife Service seeks preventive maintenance services for HVAC systems at Bear River Migratory Bird Refuge in Brigham City, Utah, with proposals due June 19, 2026. The procurement was originally a women-owned small business set-aside but Amendment 0001 (posted June 9) removes the set-aside restriction, opening competition to all eligible contractors.
Place of performance is the refuge in Brigham City, Utah. The contract structure is firm-fixed-price with a base period from July 1, 2026 through June 30, 2027, followed by four optional one-year periods extending through June 30, 2031, plus a potential six-month extension through February 1, 2032. The base period requires four quarterly maintenance visits annually; the optional extension period requires two visits.
Contractor must hold current EPA certification and state and local HVAC licensing. Demonstrated experience with Reliable Controls automation platforms, including proficiency with Reliable Controls Studio 3 software, is required. Work covers maintenance of one air-cooled chiller, two Weil-McLain boilers, one make-up air unit, four air handling units, six exhaust fans, three supply fans, two supply fans with heat, seven fan-powered VAV boxes, and five hydronic unit heaters. Services include quarterly preventive maintenance, annual heating and cooling system start-ups, filter replacement, belt replacement, condenser coil power washing, lubrication, valve and component inspection and testing, and deficiency identification. Work is performed on-site during normal duty hours (Monday–Friday, 8:00 a.m.–4:30 p.m.) only, with no evening, weekend, or federal holiday coverage unless separately authorized.
Amendment 0001 adds a mandatory site visit on Tuesday, June 16 at 11:00 a.m. Mountain Time; RSVP required to Carl Millegan (carl_millegan@fws.gov) or Michael Dunphy (Michael_Dunphy@fws.gov). The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. Service Contract Act wage determination 2015-6037, Revision 4 (Box Elder County, Utah) applies. Evaluation weighs technical approach, technical experience, past performance, and price; options are evaluated at FAR 52.217-8.
