About this opportunity
The Department of the Interior Bureau of Land Management Idaho Region seeks a Prescribed Fire Support Module for Yosemite National Park, with quotes due September 4, 2026, and questions due August 27, 2026. The procurement is set-aside for women-owned small businesses (WOSB) under NAICS 115310 with a $34.0 million size standard.
Place of performance is Yosemite National Park across Madera, Mariposa, Tuolumne, and Mono Counties, California. The contractor must provide a ten-person crew for 46 days annually performing prescribed fire support operations: unit preparation, ignition, holding, and mop-up across multiple burn units. All crew members must hold Firefighter Type 2 qualifications including ICS-100, L-180, S-130, and S-190 certifications; at least one member must be English-fluent to receive instructions and communicate with supervisors. The contractor supplies personnel, equipment (including six Pulaski tools, four shovels, ten backpack water pumps, four chainsaws, two handheld radios), four-wheel-drive transportation, lodging, and operating supplies. The government furnishes prescribed burn fuel in cans, drip torches, burn unit maps, and air quality clearance. Service Contract Act prevailing wage rates apply across 57 California counties, with rates established by Wage Determination No. 1977-0727, Revision 80, effective May 13, 2026.
The contract period runs from October 1, 2026, through September 30, 2031, consisting of one base year and four one-year option periods. Each activation guarantees minimum payment for one travel day and one operational shift. Work occurs during 8 to 12-hour shifts Monday through Friday, excluding federal holidays, with possible weekend or holiday work if documented as necessary. Award will be made to the responsible quoter providing best value based on technical capability, relevant experience (at least five similar projects completed in the past five years), past performance, and price. Amendment 01, issued September 1, 2026, revised the Performance Work Statement and clarified that the government provides all prescribed fire fuel and drip torches; contractors should not quote for these items. The Contracting Officer is Daniel Rosales; the Contracting Officer's Representative is Rob Winkler.
