About this file
This is an Amendment 01 Questions and Answers document for RFQ 140P8526Q0105, dated September 1, 2026, addressing clarifications to the solicitation scope and government-furnished items.
The document clarifies three key areas of ambiguity in the original solicitation. First, any references to Utility Terrain Vehicles (UTVs) in the scope are errors from a previous draft and should be disregarded; contractors are not required to provide UTVs or quote optional rates for them. Second, regarding prescribed fire operations equipment, the government will provide all fuel in cans and deliver full cans and fully-charged drip torches daily to the contractor; contractors are not responsible for supplying drip torches, fuel, or the slash mix. Third, a contradiction between two sections of the Government-Furnished Supplies language is acknowledged as a mistake; the requirement for contractors to arrive with full drip torches should be removed from the solicitation documents. These clarifications indicate the government is responsible for all prescribed fire equipment and fuel provision, and contractors should structure their daily rate proposals accordingly without accounting for these items.

Amendment 01 Questions and Answers 09/01/2026
1. The scope has a reference to UTV's. Do you want contractor to provide an optional rate for providing UTV's or do we state in our proposal the ability and include the cost in the daily Rate?
Answer: We do not need UTVs. A previous draft included the option to request one or two UTVs, and have the contractor quote that add-on rate. If there is still reference to UTVs it is a mistake that I did not get all of the previous version edited out.
2. The scope references government provided items such as drip torches and fuel cans. Can I assume the agency is providing the drip torch mix for burning operations in the fuel cans? or does the contractor need to provide the fuel?
Answer: The agency is providing fuel in the cans and will provide full cans/ full torches for rx fire operations daily.
3. We request clarification regarding drip torches under RFQ 140P8526Q0105. The PWS section preceding “Minimum Activation Guarantee” states that government-supplied equipment transferred to the contractor may include drip torches and five-gallon slash mix cans. However, the “Government-Furnished Supplies” section states that the contractor is expected to arrive with full drip torches and that the Government will provide fuel to refill them. Please confirm whether the contractor must furnish the drip torches themselves, or whether the Government will furnish the drip torches.
Answer: This contradiction is a mistake. The contractor does not need to supply drip torches or fuel for prescribed fire operations. The GOV Furnished Supplies should be edited to remove the language requiring arrival with full drip torches.
