About this opportunity
The United States Strategic Command (USSTRATCOM), under the Department of the Air Force Air Combat Command, is conducting market research for a full-service cafeteria contract at Offutt Air Force Base in Nebraska. The procurement seeks a food service provider to operate a 10,560 square foot cafeteria serving approximately 3,800 employees, with comprehensive requirements for menu development, food preparation, and service operations. Potential vendors must submit responses by June 24, 2025, at 3:00 p.m. Central Time, providing company details, capability statements, and sample menus. The method of award will likely focus on technical factors including proposed menu, wellness program, management approach, and staffing plan. Interested companies must demonstrate ability to meet strict food service standards, including compliance with U.S. Dietary Guidelines, sanitation requirements, and operational capabilities.
The pre-solicitation notice does not indicate a specific set-aside for small businesses, though it encourages responses from both large and small businesses. No incumbent contractor is mentioned in the documentation. While a specific award value is not disclosed, the contract appears structured with a base year and four potential one-year option periods. The cafeteria will operate Monday through Friday from 6:00 a.m. to 2:00 p.m., requiring the contractor to provide breakfast, lunch, catering, and "grab and go" options. Key operational requirements include maintaining high sanitation standards, offering diverse and healthy menu choices, implementing self-checkout capabilities, and adhering to a QR code ticketing system. The contractor will be responsible for all aspects of cafeteria management, including staffing, equipment maintenance, cleaning, and security compliance.
