About this opportunity

The Naval Sea Systems Command (NAVSEA) is conducting market research for the USS TRUXTUN (DDG 103) Fiscal Year 2026 Depot Modernization Period (DMP), seeking contractors capable of performing comprehensive dry-dock and pier-side maintenance and repair services. The anticipated maintenance period is scheduled from 06/29/2026 to 02/11/2028, with an expected firm-fixed price contract. NAVSEA will evaluate potential contractors based on their capabilities in ship maintenance, technical expertise, past performance, and organizational controls, with specific interest in small business participation. Interested companies must submit a detailed letter of interest by 4 PM local time on 05/29/2025, addressing specific qualification questions and providing company background information. The anticipated Request for Proposal (RFP) release is scheduled for August 2025, with contractors required to have or plan to obtain a NAVSEA Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR).

The sources sought notice does not have a specific set-aside designation, though NAVSEA is particularly interested in small businesses defined as having 1,300 or fewer employees under NAICS code 336611. The maintenance work will encompass extensive system upgrades including AEGIS Upgrade to MK 6 MOD X, TTWCS V5.4.0.2, SLQ-32(V)7 upgrade, and Hypervisor Technology Build across multiple ship systems such as hull structure, propulsion, electrical, command and surveillance, auxiliary systems, and armament. Contractors must demonstrate capability to perform maintenance across various critical shipboard systems, with a focus on technical complexity and proven performance history. The government will not compensate companies for response preparation, and all submitted information will be treated as business sensitive or confidential. While specific contract value is not disclosed, the comprehensive nature of the modernization suggests a significant investment in maintaining this naval destroyer's operational readiness.
