About this opportunity
The Naval Sea Systems Command (NAVSEA) is soliciting proposals under solicitation N0002425R4410 for the execution of a Fiscal Year 2026 Depot Modernization Period (DMP) for the USS TRUXTUN (DDG 103), a guided-missile destroyer. The procurement encompasses a comprehensive combination of maintenance, modernization, and repair services that requires a highly capable contractor with substantial facilities, including a capable pier suitable for the applicable ship class and sufficient human resources to coordinate and integrate multiple areas of ship maintenance, repair, and modernization. This is a coast-wide, East Coast solicitation issued electronically via the PIEE (Procurement Integrated Enterprise Environment), and a single contract will be awarded to one contractor. The solicitation is open to all responsible sources, and evaluation will consider the contractor's capability to manage complex, integrated ship maintenance and modernization activities. The deadline for proposal submission is October 29, 2025, with the solicitation having been posted on August 18, 2025; interested parties must monitor PIEE.gov and SAM.gov for the full solicitation release and any amendments.
This procurement carries no small business set-aside designation, as the government's market research determined that fewer than two small business concerns possess the capability to execute these requirements. No incumbent contractor or award value information is disclosed in this notice. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov and should include their SAM Unique Entity Identifier (UEI) number when requesting access to contract deliverable requirements lists (CDRLs) and supporting documentation from the contract specialists. The performance location is the East Coast, with work to be performed at a contractor-provided facility capable of accommodating a Guided-Missile Destroyer. Interested offerors requiring additional solicitation documents should submit written requests to LCDR James Jurugo, Jacob Juros, and Contracting Officer CDR Luis Escobar at the provided email addresses.
