About this opportunity
The Naval Supply Systems Command seeks ship repair and overhaul services for USS RAFAEL PERALTA (DDG-115) under a firm fixed price job order format, with proposals due September 30, 2026, at 4:00 PM Japan Standard Time (as extended by Amendment 0002). Eligibility is restricted to firms holding an active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with the U.S. Navy; firms without current MSRA/ABR certification are ineligible, and the certification process may require up to one year to complete. This solicitation is limited to sources duly authorized to operate and do business in Japan per DFARS 252.225-7042.
Place of performance is Yokosuka Naval Base, Yokosuka, Japan, with the updated period of performance running October 26, 2026 through December 4, 2026. Work comprises one Task Group Instruction (TGI 38K6115001A01) involving fabrication and installation of four reinforcement assemblies and two non-tight collar plates for the kingpost of Fueling at Sea Station No. 7 across multiple ship compartments and weather deck locations (frames 285–338). Work scope includes removal of existing curtain plates and chocks, installation of new reinforcements per drawing PDD 150-ELM260166, and surface treatment per NAVSEA standards. SRF-JRMC provides crane services, electrical and utility services, and safety inspections. A potential asbestos hazard has been identified as an initial work condition.
Two contract line items are established: CLIN 0001 for the primary repair work and CLIN 0002 for authorized growth work set at 9 percent of CLIN 0001. Pricing is submitted in Japanese Yen (exchange rate 150.4415 JPY per USD for FY26 evaluation) but evaluated in US Dollars. Government-furnished materials include structural angles, metal plates, sheets, insulators, adhesives, gaskets, couplings, and shielding components detailed in the GFP list. The contracting officer is Miwa Takahashi; questions were due August 13, 2026. Award will be made without discussions to the responsible, technically acceptable offeror offering the lowest evaluated price, with technical acceptability determined by evaluating proposed labor hours, materials, and other costs for adequacy in accomplishing scope.
