About this file
This is an Engineering Liaison Memorandum (ELM) for ship repair work at the U.S. Naval Ship Repair Facility in Yokosuka, Japan, dated March 27, 2026. The document specifies installation of structural reinforcement for the leg base of a kingpost on the DDG 115 destroyer, specifically at 02 level, frames 324-333, on the starboard side. The reinforcement addresses missing underdeck reinforcement identified during structural inspection per NAVSEA Class Advisory DDG-51-0004-2025, serving as a short-term resolution until completion of a formal Ship Change Document.
The work requires fabrication and installation of five material components: one carbon steel sheet at 0.1046 inches thick (ASTM A569), two high-strength steel plates (15.3# and 20.4#), three high-strength steel angles (6 x 3/4 FB and 5 x 3 x 1/2 L), per MIL-S-22698 specifications. Installation must comply with referenced technical drawings including unit structural assembly drawings, RAS/FAS fitting fabrication standards, and hull outfit installation zone specifications. The work involves fabrication and installation of reinforcement members with specific dimensional requirements, welding butts per NAVSEA standards and MIL-STD-1689, and removal of existing structure members with matching dimensions. The facility is controlled by the Department of Navy and classified as Controlled Unclassified Information (CUI) with distribution limited to DoD and DoD contractors. The point of contact is Miyakoshi Kaito at 243-5969.
