About this opportunity

The U.S. Postal Service is soliciting individual independent contractors to conduct EEO investigations under Ordering Agreements, with questions due October 30, 2026 at 3:00 PM MST and proposals due November 6, 2026 at 5:00 PM MST. Eligibility is limited to individuals: businesses and subcontracting are prohibited, and selected offerors must perform all work personally. The Set Aside line reads No Set-Aside Used.

Applicants must be U.S. citizens or permanent resident aliens and must not be current USPS or federal employees. The Terms and Conditions allow those retiring within 30 days of the solicitation close date to apply, while the FAQ references retirement at least 30 days before class attendance. Selected individuals must obtain a sensitive security clearance from the United States Postal Inspection Service, pass background checks and drug screening, and complete a prerequisite process: a sample case file questionnaire (minimum 80% "Minimally Acceptable"), a scavenger hunt exercise (minimum 80%), and an eLearning course ending in a ten-question quiz. The seven-day EEO Investigator Skills Class is conducted via Zoom, with graded daily assignments. Successful candidates remain in probationary status until receiving a passing evaluation on their first three cases.

The listed place of performance is Tampa, FL 33622, but the FAQ describes a 100% telework position with no geographic restrictions, and individuals are located throughout the United States. Meetings may be required at NEEOISO in Tampa, Florida, or as designated by the Contracting Officer's Representative. Investigators must complete at least 8 hours of continuing EEO training annually and demonstrate availability for a minimum of ten cases annually.

Provision 4-2 is evaluated adjectivally across Technical and Supplier Capability, Past Performance, and Information. Provision 4-3 and the resume are pass/fail, and the sample case file questionnaire is numerically scored. No weighting is stated. Four separate files must be submitted in a single email to edwin.f.serieux@usps.gov and eeo_scm@usps.gov, and only one proposal email will be considered. Late submissions are not accepted.

No price proposals are submitted. Compensation is per case under NEEOISO's pricing schedule, including $1,500 per investigation, $600 for the first amendment, $350 for each subsequent amendment, $2,400 per consolidated case, and $600 per supplemental case. Annual earnings vary with availability and performance. No number of awards is set; all qualifying individuals receive awards, with approximately four months from close to award. No contract ceiling is stated. The NAICS code is 561611, Investigation and Personal Background Check Services, and the PSC is R499.
