About this opportunity
The U.S. Government Publishing Office is soliciting quotations for Equal Employment Opportunity (EEO) support services under a Blanket Purchase Agreement (BPA), with quotations due December 11, 2026 and questions due November 13, 2026. The Set Aside line reads "No Set-Aside Used," so the procurement is open to all eligible offerors.
Place of performance is Washington, DC 20001, with services delivered remotely or on-site at GPO headquarters at 732 North Capitol Street, NW. The BPA covers seven service areas as contract line items, including complaint counseling, mediation, EEO investigations and Reports of Investigation, Final Agency Decision (FAD) and legal writing, anti-harassment support, EEO training, and affirmative employment support. Services are ordered as needed over a five-year period, and aggregate calls are not expected to exceed $250,000. The Government reserves the right to make one or more awards based on acceptable quotations, requirements, and funding.
Quoters must propose key personnel for three positions: EEO Investigator, FAD Writer, and Management Inquiry/Harassment/Administrative Investigator, supported by signed commitment letters in the Technical Volume. FAD Writers require five years of FAD writing experience and training or certification as a FAD writer. EEO Investigators require a current 32-hour investigator certification and three years of independent EEO investigation experience. Contractors must demonstrate 32 hours of initial EEO training and eight hours of annual continuing training under 29 C.F.R. Part 1614 (MD-110), plus federal EEO program experience with federal employees.
Work falls under Service Contract Act Wage Determination No. 2015-4281, Revision 39, effective August 22, 2026, for Virginia, the District of Columbia, and Maryland. The NAICS code is 541612, Human Resources Consulting Services, and the PSC is R431.
Evaluation proceeds in two phases. Phase 1 rates Technical Capability (Technical Approach, Staffing Plan, and Quoter Experience), and only quoters rated "Good" or higher on each subfactor advance to Phase 2, which evaluates Oral Presentation and Past Performance. Non-price factors are more important than price. Past Performance Questionnaires must be included with quote submissions rather than sent to the contracting office.
