Solicitation 2B-27-A-0002: USPS EEO Investigator Services – Proposal Instructions

This document is a solicitation for independent contractor EEO investigators to conduct Equal Employment Opportunity investigations and management-initiated harassment investigations for the U.S. Postal Service in accordance with EEOC regulations and USPS quality standards. The USPS seeks individuals with specialized skill sets and availability to invest numerous hours weekly on investigations, with compensation provided on a per-case basis. Selected investigators will execute Ordering Agreements and undergo regular performance evaluations by the Contracting Officer's Representative. The solicitation is open from October 26, 2026 at 8:00 AM MST, with questions due by October 30, 2026 at 3:00 PM MST, and proposals due by November 6, 2026 at 5:00 PM MST. Questions and proposals must be submitted via email to edwin.f.serieux@usps.gov and eeo_scm@usps.gov.

Proposals must include four required documents submitted as separate files in a single email: Provision 4-2 (9 pages, adjective evaluation), Provision 4-3 (4 pages, pass/fail), Resume (2 pages, pass/fail), and Sample Case File Questionnaire (10 pages, numerical scoring). Optional supporting documents such as W-9s and certificates are permitted. All documents must follow specified naming conventions, use Arial font size 10 in footer page numbers, and be in Microsoft Word or PDF format with a maximum file size of 10 MB. Only one proposal email will be considered; multiple submissions will not be combined. Disqualifying factors include listing on sam.gov as disbarred or suspended, current federal or USPS employment, or situations creating a perception of bias or compromising confidentiality. Successful candidates must complete a one-and-a-half-week online EEO Investigator Skills Class with daily graded assignments and nightly homework, achieve a minimally acceptable score, obtain security clearance from the United States Postal Inspection Service, and take an assigned case within 60 days of award while remaining in probationary status until receiving a passing evaluation on their first three cases.
