About this opportunity

The United States Penitentiary Canaan, under the Department of Justice Bureau of Prisons, is soliciting quotes for the supply and installation of closed-cell spray foam insulation throughout specified warehouse areas. The solicitation (15B21526Q00000004) requires contractors to install approximately 12,000 square feet of insulation achieving R-23 value for walls and R-38 value for ceilings, along with an approved liquid-applied intumescent/fire-retardant coating. Key requirements include manufacturer certification, submission of a comprehensive safety plan, strict adherence to federal prison security protocols, and completion of a criminal history background check through the National Crime Information Center (NCIC) prior to site access. Award will be determined based on best value considering three evaluation factors: price (fair and reasonable), past performance (with preference given to vendors demonstrating high performance records and no history of delivery failures or quality issues), and lead/delivery time (preference for vendors accommodating the agency's core dates and flexible time requirements). The deadline for quote submission is January 19, 2026, at 10:00 AM EST, with questions regarding the solicitation due by January 13, 2026, at 10:00 AM to Contract Specialist Chris Ficken.

This procurement is designated as a total small business set-aside under NAICS code 238310 (Drywall and Insulation Contractors) with a size standard of $19 million. No incumbent contractor is identified in the solicitation documents. The project has a period of performance through May 31, 2026, with work restricted to standard hours of 7:00 AM to 3:30 PM, Monday through Friday, at the USP Canaan Warehouse located in Waymart, Pennsylvania 18472. Contractors must maintain a one-year warranty covering labor and materials and assume responsibility for all cleanup, material disposal, and potential damage repair. The solicitation is subject to the Service Contract Act with applicable wage determination rates, and all contractors must maintain current registration in the System Award Management (SAM) database throughout contract performance.
