UNITED STATES PENITENTIARY CANAAN – 26Z2AP5
I. SCOPE:
A. INTRODUCTION
The Federal Bureau of Prisons (FBOP), United States Penitentiary Canaan located in Waymart, Pennsylvania intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to supply and install closed cell foam for approximately twelve thousand (12,000) square feet of walls and ceiling.
All equipment specified in this statement must be brand name or an equal product. Should your firm choose to submit an equal product, you must submit all technical specifications of the equal product to be analyzed, and a technical determination issued with acceptance/non-acceptance. The government retains the right to determine technical acceptance for all submitted equal products.
In accordance with FAR 11.104(b), the salient characteristics of the brand name or equal items are detailed in Section D of this scope of work to ensure any proposed equivalent meets the Government's minimum needs.
B. BACKGROUND
USP Canaan is a government-owned facility with the Bureau of Prisons. USP Canaan houses approximately 1,600 high security inmates. USP Canaan also maintains a population at the satellite camp, housing approximately 150 minimum security inmates.
C. SCOPE OF WORK
USP Canaan requires new closed cell foam supplied and installed in our institutional warehouses. Work site is located outside the secure perimeter of the institution. All existing interior metal, ceiling, and wall insulation have been removed by FBOP. The contractor shall provide all equipment, materials, labor, services, supervision, tools, apparatus, conveyance, permitting, transportation and all incidental expenses, unless specified otherwise herein, necessary to complete the project. Before any work begins effected surfaces to be cleaned and prepared according to the manufacturer’s requirements.
D. SPECIFIC REQUIREMENTS
• Prior to beginning installation, the contractor will submit a Safety Plan. The document will be reviewed by the Bureau of Prisons for review before work can begin.
• All installers/technicians shall be qualified and certified by the manufacturer to install and supply closed cell spray foam. Such certification must be verified in writing by the manufacturer and submitted to the COR seven
(7) days before the project starts.
• During closed cell foam spraying all objects (fire alarms strobes, high bay lights, electrical receptables and boxes, etc.) that may require protection from overspray shall be protected, all mobile objects shall be moved to an acceptable, protected area. All air intake vents shall be verified by contractor and staff escort that they are off and are covered. All roof drains and other penetrations will be temporarily closed off and re-opened before the contractor leaves at the end of the day.
• Closed cell spray foam insulation shall be continuous on the walls and ceilings as designated to achieve a thickness of a R-23 value on the walls and R-38 value on the ceilings.
• The Contractor shall have current industry recognized professional training or accreditation for high pressure spray polyurethane foam insulation.
• Proof of training or accreditation shall be provided to the COR at the pre-work conference. Upon completion of the foaming, the Contractor shall provide the COR with a summary of the installation, including at a minimum:
manufacturer of the insulation, R-Value of the product, date of installation, and the Contractor’s certification that the installation has been performed in accordance with local code requirements.
• Any deviations from this Statement of Work will be considered a Change Order Request and must be authorized through the institution’s Contracting Officer prior to the implementation of the requested change.
• The Contractor will be responsible for all clean-up, removal and disposal of materials associated with closed cell spray foam installation including, but not limited to, decontamination of any surfaces that have been contaminated, all dust, debris, foam trimmings, and any empty and partially used containers or drums, in accordance with applicable Federal, state, and local requirements.
• All excess materials shall be disposed of off-site in accordance with all local, state and Federal disposal codes.
• It is the Contractor’s responsibility to repair and/or replace any Government property damaged by contractors/subcontractors’ employees. Damage will be corrected and restored to previous conditions at no cost to the Government.
• The Contractor will be responsible for placement of health and safety barriers within the work zone.
• The Contractor shall provide to the COR three (3) copies of the Safety Data Sheets (SDS) on all materials and substances that may be used during the project. In the event the material is not approved by the Safety Manager, it shall be the responsibility of the Contractor to locate and procure an alternative product.
• General Contractor must be on-site during the installation. If General Contractor is not available a company representative must be on-site during the project. At no time will the FBOP COR assume responsibility.
• All Bidders are strongly encouraged to attend a scheduled site visit, as specified in the solicitation.
• Contractor must notify the COR and Contracting Officer immediately before ANY interruption or disruption of services/utilities. The contractor must give a minimum of two (2) weeks’ notice to the COR and Contracting Officer, as this facility is operated by the Federal Bureau of Prisons and notifications must be made.
• The contractor shall be responsible for this project installation per current industry standards.
• The contractor shall provide written submittals to the COR describing recommended equipment within fifteen
(15) days from receiving the Notice to proceed for approval. The contractor to provide complete narrative description of all system operations.
All work shall be in accordance with applicable Federal, State and Local codes specifically 2024 International Energy Conservation Code. All seismic zone requirements, environmental compliance, Life Safety, NFPA, ADA-ABA, and Federal, State and Local codes and regulations will be considered during all phases of this project. Services and materials provided by the contractor will adhere to and shall be consistent with the most current industry standards. Upon receipt of contract at award, the contractor will prepare a design plan for all work stated above. Once the design plan has been reviewed and approved by the FBOP. The contractor must make immediate notification to the COR and Contracting Officer and receive advanced approval when there is ANY interruption or disruption of services/utilities.
II. CONTRACTOR SECURITY/WORKING REGULATIONS:
A. WORKING CONDITIONS
1. Work Hours for the contractor are 7:00 AM – 3:30 PM, Monday - Friday, excluding weekends and federal holidays.
Any work required to be completed at any other time than noted above must be requested in writing to the COR five (5) working days prior to the start of the work and must be approved by Warden. In the event of any equipment being replaced that would result in downtime of the normal orderly running of the institution, alternate work hours may be authorized in accordance with the time frame stated above.
2. Controlled Items/Prohibited Items/Worker Dress - All construction materials/tools shall be controlled and stored in a designated area mutually agreed upon between the Contracting Officer’s Representative and the contractor.
The storage area will be a secure lockable gang box or similar that includes a contractor lock and a USP Canaan lock for security purposes, size to be determined by the contractor and the COR.
3. All vehicles on institutional grounds must be removed at the end of each workday. Vehicles not being utilized or operated must be turned off, keys removed and in the possession of escorting staff. Report any missing keys (including personal keys) to the staff escorting officer immediately.
4. Weapons are strictly prohibited. No weapons are allowed on the institution property. All vehicles entering on the property are subject to search procedures. All contract workers shall be instructed to leave all weapons at their homes.
5. Medications/Narcotics are prohibited. If contract workers are required to take prescription medications while at the work site, they shall be instructed to only bring in the amount of medication required for that day.
6. Executive Order 13043 and DOJ Policy requires that contractors and subcontractors adopt and enforce on-the-job seat belt policies and programs for their employees when operating company-owned, rented, or personally owned vehicles.
In addition, it is Pennsylvania Law that all operators of motor vehicles are required to wear their seat belts. This law will be enforced while operating a motor vehicle on Federal Property.
7. The contractor shall provide the COR with all the necessary security clearance documents for all contractors and subcontractor employees accessing the institution and be security cleared for badging if required within fourteen (14) days of receiving the Notice to Proceed. Security clearance documents will only be accepted from the prime contractor.
If submitted by a sub-contractor, they will be rejected. It is the prime contractor’s responsibility to review security clearance submissions to ensure they are complete. The security check-out process will require the completion of an Authority to Release Information form, National Crime Information Check (NCIC), and a Residency Requirement Certification From. Contractor personnel shall wear clothes that are suitable for the work they are performing. No sleeveless shirts (tank tops), or camouflage clothing is allowed. No cell phones, pagers, two-way radios, or communication devices of any kind are permitted while working on the grounds of the institution.
When on federal property belonging to the Bureau of Prisons the following dress is not allowed:
Khaki shirt/pants/outerwear Denim Shirt/jeans Camouflage shirt/pants/outerwear Shorts
8. The Contractor shall adhere to all regulations and guidelines prescribed by the institution, to include guidelines relating to safety, custody, and conduct. The Contractor shall be always escorted by institutional staff and will have no contact with the inmate population. The Contractor shall not move unescorted through the institution warehouse or have unsupervised contact with inmates. Any violations of the institutional rules and regulations regarding inmate contact will result in administrative action.
9. Access to the site will be available during normal working hours except during emergencies. It shall be the responsibility of the Contractor to familiarize himself, his employees, and his subcontractors of the working hours and conditions in the correctional facility, as working hours may not constitute a full eight-hour workday. The Government assumes no responsibility to the Contractor nor to any of his subcontractors for shorter hours due to institutional emergencies or entry and/or exit of workers necessitated by normal institution routines.
10. Contractors should plan for a minimal amount of time accrued for security considerations, i.e., check-in screening, delay due to inmate movements, institution lock-down, institution emergencies, etc.
In the event of an institutional emergency, the Contractor will be instructed to secure all work, secure, and stow all tools, equipment and materials, and the Contractor will be escorted out of the institution. Work will resume once the institution emergency passes.
11. Lunches will be consumed at the work site. Contractor/s shall ensure they have everything they need for their lunch when they check in first thing in the morning. Contractor/s will have access to utilize the institution restrooms always escorted by institutional staff.
12. The Facilities Department maintains a digital camera that will be utilized by BOP staff to document the project work.
The Contractor may request copies of these documentation photos for record keeping once approved by the institution executive staff.
13. All contractors and their construction staff awarded the project will be required to attend an orientation for security procedures training. The contractors and any subcontract staff are required to attend. This training must be accomplished prior to any contract or subcontract employee being granted access to federal property to start work.
14. In the event a contractor or subcontractor employee cannot pass the security clearance process, it will be the contractor’s responsibility to provide another candidate. By law the BOP cannot, and will not, release any information to the contractor concerning the nature of why a contractor or subcontractor employee was not able to pass the security clearance process.
15. All contractors/subcontractors working at USP Canaan may be issued and required to wear a picture ID/contractor badge provided by the institution. For security reasons, the badge will be worn in a visible manner as directed by the COR. All contractors and subcontractor employees will provide a check list of all employees on site each day to the COR, verifying the number of workers on site each day and that all workers are approved to be on site.
B. Delivery of Materials, Equipment:
All construction materials/equipment required for work on this project are required to be processed by the Contractor and coordinated with the institution COR for temporary storage at the Contractors designated laydown area, or the work site. Any related deliveries which are directly shipped to the contractor can be received between the hours of 7:00 a.m. to 3:00 p.m., Monday through Friday, excluding Federal Holidays. At no point will a USP Canaan staff member receive or sign for a delivery if the contractor or his representative is not present to verify and accept the delivery. The contractor shall be responsible for providing their own means of loading and unloading contractor material or equipment. The contractor shall not use the institution entry/driveway for the loading, unloading, or storage of any materials and equipment. The contractor will not impede/block the driveway at any time during or after the work shift.
The Contractor shall remove and dispose of all debris, and garbage generated during weekly performance of work.
C. Safety and Personal Protective Equipment:
All contractors and employees shall have and wear the required personal protective equipment (PPE) always prescribed by current industry standards while on the job site. It is the responsibility of the contractor to provide all PPE equipment. If ladders and/or scaffolding are required regardless of the size, it shall be stored and secured to a stationary fixture with a chain and lock in a predetermined area, in a way that they cannot be removed. If ladders and/or scaffolding are required, immediately consult with the COR to ensure the COR can make timely notifications to appropriate institution staff. All extension cords regardless of length shall be in good condition with no broken outer insulation and will be secured in a locked contractor construction gang box. Should a system require Lock-out/Tag-out, the system will be required to have both Contractor and USP Canaan locks on the isolation point to prevent shock. All Lock-out/Tag-out procedures will be in compliance with the institution Lock-out program.
D. WARRANTY & ACCEPTANCE
The Contractor shall provide one-year (1) labor and material warranty that is mandated under FAR Clause 52.246-21 Warranty of Construction. The Contractor shall correct or replace any deficient items identified by the Contracting Officer (CO) and COR at no cost to the government.
E. UTILITIES
The FBOP will provide 110VAC/60Hz. /20Amp utility service to the contractor.
F. PERMITTING
It is the contractor’s responsibility to obtain permitting, should it be required. Copies of all permits must be submitted to the COR upon receipt from local agency.
