USP Canaan Spray Foam Installation Question/Clarifications
1. Is the Bureau of Prisons planning to cover or protect the installed closed-cell spray foam under a separate scope of work?
· No
2. If not, is the spray foam contractor expected to include the supply and installation of an approved thermal barrier (such as an intumescent coating or equivalent) as part of this contract?
· Contractor will be required to spray an approved liquid-applied intumescent/fire-retardant coating per industry standard.
3. Is the contractor responsible for providing personal protective equipment (PPE) (e.g., respirators, protective suits) for BOP personnel who may be present during spray foam application?
· No, however, Contractor is required to notify Government of required PPE per industry standard.
4. If so, how many BOP personnel should be assumed for PPE coverage?
· Not applicable
5. Alternatively, will BOP provide PPE for its own personnel during spray operations?
· Yes
6. What warranty expectations would apply if installation is required to proceed when substrate or ambient temperatures fall below manufacturer-recommended minimums?
· 1-year standard warranty inclusive of materials and workmanship. Spray Foam must be applied per manufacturers spec/guidelines.
7. Would the Bureau of Prisons consider adjusting the spray foam installation delivery schedule to a later period (e.g., spring) when daily low temperatures are consistently above 20°F? Alternatively, would the BOP allow installation to be postponed to the next BOP-approved workday if the daily low temperature does not meet minimum requirements, and/or adjustment of work hours (currently 7:00 AM – 3:30 PM) to later times in the day (e.g., 10:00 AM – 5:00 PM or similar) when temperatures are expected to rise above minimum thresholds through the day?

8. Is there flexibility to schedule work in spring/summer 2026 (when temperatures reliably exceed 50°F), or is winter performance required?
· Yes, spray foam must be installed per manufacturers requirements.
9. If winter is required, will conditional/limited warranties be accepted, or alternatives considered (e.g., contractor-provided temporary heating at additional cost)?
· No, see previous question
10. Are provisions available for pre-heating the space, and who would bear responsibility/cost?
· Yes, Contractor will bear responsibility, in needed.
11. Will the spray foam be covered after install? If not, it will require a thermal/fire barrier which would be an additional cost.
· No, Contractor will be required to install an approved liquid-applied intumescent/fire-retardant coating per industry standard
12. Doing the spray foam in January could invalidate or void the warranty because of temperature and moisture risks. Would the facility prefer to have the work done in the Spring or Summer?
· Work should not be performed that does not meet manufacturers’ minimum requirements. Contractor is required to install according to manufacturer’s installation.
13. Do you have any drawings or measurements of the space?
· No, requested pics have been made available
14. The specified closed-cell Spray Polyurethane fire-rated foam insulation requires minimum installation temperatures of 50 degrees for both interior and exterior conditions, as this is a metal building. Based on historical weather data, average January temperatures in Waymart, PN are approx. 32 degrees Fahrenheit. Please clarify whether the Government anticipates modifying the period of performance to accommodate these temperature requirements. If not, will the government consider an alternate foam system that can be installed at 30 degrees but also requires subsequent coating/painting and will result in additional downtime.
· Yes, please see Amendment 0002. An “alternate foam system” still needs to be “Closed Cell Spray Foam”
15. Please clarify the Government’s expectations regarding institutional staff escorts for this project, including: (a) whether the Contractor is responsible for furnishing any required personal protective equipment (PPE) for staff escorts, and (b) the anticipated number of institutional staff escorts that will be assigned to support Contractor activities during performance of the work.
· Government will furnish PPE to staff escorts, 2-3 staff will escort Contractor onsite
16. The procurement documents identify the standard working hours for this project as 7:00 AM to 3:30 PM. Based on the scope and technical requirements outlined in the Statement of Work, additional daily work hours may be necessary to meet the Government’s specifications. Would the Government consider authorizing extended work hours to allow for 10–12 hour workdays?
· No
17. Would the Government consider extending the proposal due date to allow for offerors to develop fair, accurate, and competitive pricing following the site visit, particularly given the limited post–site visit timeframe and the federal holidays occurring between now and the current due date?

18. Is a bid-bond/offer guarantee required for this project. If so, can it be included with the electronic submission of our quote?
· No
19. What subcontracting limitations are applicable to this procurement?
· None
20. Spray foam should be covered by an approved thermal barrier for fire and smoke protection. Is the foam being covered by an approved thermal barrier by others?
· Contractor will be required to install an approved liquid-applied intumescent/fire-retardant coating per industry standard.
21. Should Spray Foam Technologies provide pricing for a thermal barrier intumescent coating to be applied over the spray foam?
· Yes
22. Spray foam must be applied within manufacturer’s written instructions and parameters for foam quality, adhesion and warranty purposes. In cold weather, condensation and cold substrates outside of required parameters can pose an issue and cause delays. Will a later (possibly Spring) install date be considered to avoid potential weather related delays?

23. The SOW references a total of twelve thousand (12,000) square feet of walls and ceilings. Please clarify how this total area is allocated between wall surfaces and ceiling surfaces.
· Wall area encompasses approximately 95%
· Ceiling area encompasses approximately 5%
