16. Description: This is for the 50-day Regular Overhaul of the USNS WILLIAM MCLEAN (T-AKE 12) at the contractor's facility on the East / Gulf Coast.


The successful offeror must possess a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR) or have submitted an application for approval prior to contract award.


The Government will evaluate offers on a Low Price, Technically Acceptable (LPTA) basis in accordance with FAR 15.101-2. The technical factor and past performance factor will be evaluated on an acceptable/unacceptable basis. Technical tradeoffs will not be made and no additional credit will be given for exceeding the minimum requirements of the solicitation. Award will be made to the offeror with the lowest evaluated price proposal and acceptable past performance whose offer conforms fully to the solicitation requirements and meets the acceptability standards for all non-price factors. In order to be eligible for award, an offer must receive an acceptable rating in every non-price factor.


Work Items and references will be provided to all offerors upon receipt of the required Non-disclosure Agreement after the Solicitation is issued.

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time.

Military Sealift Command is seeking eligible businesses for the Regular Overhaul Dry Docking (ROH/DD) on the USNS WILLIAM MCLEAN (T-AKE 12) commencing on or about 22 February 2019. The USNS WILLIAM MCLEAN has a length of 698 Ft, a Beam of 106 Ft, a Draft of 30 Ft, and is 41,000 tons. Work to be performed at Contractor's facility on or about the above mentioned dates. Area of consideration is the EAST and GULF Coast. Major work items will include but are not limited to: Open, Clean, Inspect Goosenecks; MDG No. 2 and 3 12,000 Hour Maintenance; Additional Bilge Alarms (T-ALT 393); Install Relay Lantern in Examination Rm. (T-ALT 299); Install Additional Alarm Columns (T-ALT 396); Sound Powered Phone X1JG Mod (T-ALT 478); Cargo Crane Boom Hose Replacement & Re-Cert; HTFW Piping Mod (T-ALT 407); Flight Deck Non-Skid Renewal; Dry Docking and Undocking; Propeller Shaft and Stern Tube Inspection; Stern Tube Seal Inspection; Underwater Hull Cleaning & Painting; Fresh Water Stern Tube Lubrication (T-ALT 403); and Replace Bow Thruster Grating (T-ALT 448).


Successful offeror must possess a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR) or have submitted an application for approval prior to contract award. Estimated issue date of this solicitation is on/about 4 October 2018. After issuance, solicitation may be obtained on the FBO website.


All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract no later than 3 January 2019. The appropriate NAICS Code is 336611. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.


It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status; (2) The facility where the work will be performed; (3) Partnership agreements with any large businesses.


Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
