16. Description: This is for the 75-day Regular Overhaul/Dry Docking of the USNS SACAGAWEA (T-AKE 2) at the contractor's facility on the East / Gulf Coast.
The successful offeror must possess a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR) or have submitted an application for approval prior to contract award.
The Government will evaluate offers on a Low Price, Technically Acceptable (LPTA) basis in accordance with FAR 15.101-2. The technical factor and past performance factor will be evaluated on an acceptable/unacceptable basis. Technical tradeoffs will not be made and no additional credit will be given for exceeding the minimum requirements of the solicitation. Award will be made to the offeror with the lowest evaluated price proposal and acceptable past performance whose offer conforms fully to the solicitation requirements and meets the acceptability standards for all non-price factors. In order to be eligible for award, an offer must receive an acceptable rating in every non-price factor.
Work Items and references will be provided to all offerors upon receipt of the required Non-disclosure Agreement after the Solicitation is issued.

Military Sealift Command is seeking eligible businesses for the Regular Overhaul Dry Docking (ROH/DD) on the USNS SACAGAWEA (T-AKE 2) commencing on or about 7 October 2019. The USNS SACAGAWEA has a length of 689 Ft, a Beam of 105 Ft, a Draft of 30 Ft 6 In, and is 43,000 tons. Work to be performed at Contractor's facility on or about the above mentioned date. Area of consideration is the EAST and GULF Coast. Major work items will include but are not limited to: Deck House Preservation and Painting (Full Blast); Helo & Hangar Deck Non-Skid Renewal; MDE No. 2 and 3 30,000 Hour Serving and Overhaul; MDE Turbochargers Charge Air Coolers Replacement; Shipyard Support for AESS UPS Replacement (T-ALT 434); Gyro Compass MK27F Upgrade (T-ALT 348); SEACOR MSD Piping Change out (03-06 DECK) (T-ALT 202); LTFW Coolers SW Piping Mods (T-ALT 238); Cargo Pump Rm. & MMR AFFF Piping Replacement (T-ALT 394); A/C NO. 1,2,3,4 & 5 Compressors Overhaul; Dry Docking and Undocking; Propeller Shaft and Stern Tube Inspection; Underwater Hull Cleaning & Painting (Spot Blast); Freeboard Cleaning and Painting (Full Blast); and Fresh Water Stern Tube Lubrication (T-ALT 403).

Estimated issue date of this solicitation is on/about 20 May 2019. After issuance, solicitation may be obtained on the FBO website.
All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract no later than 23 August 2019. The appropriate NAICS Code is 336611. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status; (2) The facility where the work will be performed; (3) Partnership agreements with any large businesses.
Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
