About this opportunity
The Department of the Navy Military Sealift Command is seeking an ABS-approved Enhanced Survey Program (ESP) Hull Gauging firm to conduct an Intermediate Hull Survey No. 7 for the USNS GUADALUPE (T-AO 200), a non-double hull tanker. The contractor must provide comprehensive ultrasonic thickness readings on the ship's hull, bulkheads, deck plating, scantlings, piping, and other structural areas as required by the MSCREP and ABS Surveyor, following ABS Rules for Enhanced Survey Program for Single Hull Tankers. Key requirements include providing a certified marine chemist to gas-free 36 cargo and ballast tanks, employing SPRAT or IRATA certified rope access technicians, using specialized ultrasonic equipment, and generating detailed daily and final reports to ABS and MSCREP. Offerors must submit ABS documentation confirming their certification to conduct hull gauging at the time of proposal submission. The solicitation was posted on July 7, 2025, with quotes due by July 17, 2025, and the government anticipates issuing a firm-fixed price purchase order.

Performance will occur over two different periods at two separate locations: Naval Air Station North Island from August 9-22, 2025, involving 25 measurement points, and Vigor Marine in Portland, Oregon from September 1-21, 2025, involving 11 measurement points. The survey work must be performed between 0800 and 1900 hours during the specified performance periods. The contractor must develop composite drawings of measurement locations and repair any disturbed coatings during the survey process. The solicitation includes prevailing wage determinations for both San Diego County, California and Oregon/Washington counties, indicating compliance with federal labor standards is required.
