The contract will be a hybrid award combining Firm-Fixed-Price and Time-and-Material CLINs for growth work.
Place of performance is the contractor's facility located within the U.S. 7th Fleet Area of Responsibility, with geographical restriction excluding India. The MTA period runs from February 1 through April 16, 2027, with an optional extension through May 16, 2027. Work scope includes repair, maintenance, and alterations across hull, machinery, electrical, and electronic systems per Military Sealift Command specification SSU SN 27-001, with estimated growth work hours of 8,034 and estimated material/subcontractor costs of $717,755.83 base.
Technical evaluation emphasizes the contractor's Time-Phased Sequencing Network and Critical Path Analysis, problem identification, engineering support, material control, weather and fire protection planning, aluminum welding compliance with American Bureau of Shipping standards, manpower requirements, growth absorption capacity, facility adequacy, subcontractor participation with OEM letters of intent, quality control procedures, and hazardous waste management. Contractors must submit evidence of three recent and relevant past performance contracts on U.S. Navy or similar vessels within the last five years. Award will be made to the responsible offeror with the lowest evaluated total price whose non-price factors (technical and past performance) are rated Acceptable. The procurement applies a 10 percent price evaluation preference for HUBZone small business concerns. Liquidated damages rates range from $16,000 to $60,000 daily depending on 7th Fleet AOR location. All offerors must maintain active SAM.gov registration and request secure transmittal of Section J technical requirements and specification references via DoD SAFE by July 10, 2026 at 10:00 AM Singapore time.
